Nghi Son Economic Zone (KKTNS) has attracted 336 projects, including 311 domestic investment projects, with a total registered investment capital of about 161,619 billion VND and more than 12.8 billion USD. Continuing to facilitate the effective operation of projects, associated with the construction and effective exploitation of Nghi Son Seaport, many transport projects have been and are being invested in by ministries, branches and Thanh Hoa province, creating attraction for this key economic zone.
Construction of the North-South Expressway Connection Project, National Highway 1A to Nghi Son Port.
The project of connecting the North-South Expressway and National Highway 1A to Nghi Son Port was approved for investment by the Chairman of the Provincial People's Committee in Decision No. 4430/QD-UBND dated December 13, 2022, with a total investment of VND 1,345 billion. The project consists of 2 routes, of which route No. 1 is Provincial Road 512, the section from National Highway 1A to Tho Xuan - Nghi Son Road has a length of 10.3km, passing through the wards and communes: Tan Dan, Hai An, Ngoc Linh, Anh Son, Cac Son in Nghi Son town and Tuong Son commune, Nong Cong district; route No. 2 is Nghi Son - Bai Tranh road, the section from Ho bridge to the intersection to the North-South Expressway, with a length of 3km in Tan Truong commune, Nghi Son town...
As an inter-regional traffic axis in the region and an external traffic route directly connecting with National Highway 1 and the North-South Expressway, after completion, the route will shorten the travel time between the western districts of the province and the NSKTK, ensuring the transportation of goods and passengers, forming a complete traffic network connecting the North-South Expressway, Nghi Son - Tho Xuan road and regional routes with Tho Xuan Airport, Nghi Son Seaport. At the same time, it will create convenient traffic for industrial parks (IPs) along the route, as well as increase connectivity for coastal tourism.
From 2021 to present, the external traffic infrastructure of the NSZ has been invested in and completed by the Ministry of Transport with many key routes such as: The North-South Expressway section through the NSZ (phase 1), with a scale of 4 lanes, has been completed and put into operation in September 2023. The project to renovate and upgrade the maritime channel to the ports in the South Nghi Son area, Thanh Hoa province, approved for investment in Decision No. 896/QD-BGVT dated July 11, 2022, has been completed.
For the coastal route from Quang Xuong - Tinh Gia, part of the coastal road construction investment project Hoang Hoa - Sam Son and Quang Xuong - Tinh Gia (now Nghi Son town), Thanh Hoa province, under the form of public-private partnership, BOT contract. Up to now, the project has also completed the selection of investors.
Regarding investment in internal traffic infrastructure, many projects are invested by the Management Board of the Economic Zone and Industrial Zones, the Management Board of Investment and Construction Projects in the Economic Zone and Industrial Zones, and the People's Committee of Nghi Son Town, with a total state budget capital to invest in completing infrastructure in the Economic Zone with a total amount of about 6,296 billion VND. Many projects have been invested and put into use such as: East-West Road 4 Project to Nghi Son Port, Tuan Cung River Improvement Project, North-South Road 2 Project, East-West Road Project connecting North-South Road 1B with North-South Road 3,... and many other essential infrastructure works are being implemented.
According to the Management Board of the Economic Zone and Industrial Parks, up to now, the capital allocated for investment projects to develop transport infrastructure in the Economic Zone is 14,533.6 billion VND (of which, the State budget capital is 13,994 billion VND, the public-private partnership capital is 539.6 billion VND). Currently, 60 projects have been completed and put into operation. Many key transport projects are being accelerated by investors and contractors such as: Investment in the construction of the main traffic routes in the West - Economic Zone; Comprehensive development of dynamic urban areas - Tinh Gia urban sub-project; North-South expressway connection road, National Highway 1A to Nghi Son port; investment in the drainage system of Road 513 - Economic Zone;...
In addition, projects using additional central budget revenue with a target of 3,000 billion VND for the local budget in 2023 according to Resolution No. 37/2021/QH15 of the National Assembly are being focused on by the Management Board of the Economic Zone and Industrial Parks, the Department of Agriculture and Rural Development, the Management Board of Investment and Construction Projects in the Economic Zone and Industrial Parks, and the People's Committee of Nghi Son Town to implement procedures for early commencement.
In order to continue to improve infrastructure and facilitate investment and development activities, the Management Board of the Economic Zone and Industrial Parks is proposing to the Central Government and Thanh Hoa province to study and invest in a number of additional connecting routes such as: East-West route 4 to Nghi Son Port connecting Tan Truong industrial beltway with an investment value of VND 6,603 billion; East-West route 2 and East-West route, the section connecting North-South route 1B with North-South route 4.
Both of these routes play a particularly important role; in which, the East-West route 4 to Nghi Son port connecting Tan Truong industrial belt road is planned as a road traffic route connecting the railway, expressway and industrial zones in the southwest of the Nghi Son Economic Zone with National Highway 1A and Nghi Son Seaport. Therefore, the investment to complete the planning of the East-West route 4 connecting Tan Truong industrial belt road will gradually complete the synchronous traffic network according to the planning, creating favorable conditions for attracting investment in industrial zones in the southwest of the Nghi Son Economic Zone, increasing the ability to transport goods to National Highway 1A and Nghi Son Seaport. Along with that, the investment to complete the East-West route 2 and East-West route projects, the section connecting North-South route 1B with North-South route 4 is determined to contribute to completing the infrastructure connecting to the seaport area in the northern Nghi Son area. Therefore, this project is very necessary to meet the demand for freight transport and develop electricity projects, super-sized and super-heavy steel structure manufacturing industry, logistics services, and industrial park infrastructure.
