What is the core issue in university education?

The Higher Education Subcommittee, National Council for Education and Human Resources Development, has just held its first meeting with the topic "Orientation for reporting on the final assessment of higher education according to Resolution No. 29/NQ-TW" chaired by Deputy Minister of Education and Training Hoang Minh Son.

At the meeting, a representative of the Department of Higher Education (Ministry of Education and Training) presented a draft report summarizing 10 years of implementing Resolution No. 29-NQ/TW of the Central Executive Committee on fundamental and comprehensive innovation in education and training for higher education.

Including assessment orientation on achievements, limitations, causes, lessons learned through 10 years of implementing Resolution No. 29-NQ/TW on higher education and main directions, tasks, solutions, creating breakthroughs in fundamental and comprehensive innovation of higher education.

Giving opinions on the dissemination, propaganda and implementation of Resolution 29, Dr. Nguyen Ngoc Linh, Department of Education (Central Propaganda Department) said that it is necessary to thoroughly understand the nature of Resolution 29, including some "vital" factors such as: Development of education quality;

Changing educational methods and goals towards developing learners' capacity; innovating educational management;

Limit negative impacts and promote positive market mechanisms that impact Vietnamese education. When summarizing Resolution 29, it is necessary to base the report on the nature of the resolution.

Meanwhile, Professor Nguyen Dong Phong, Chairman of the Council of Ho Chi Minh City University of Economics, said that the report should boldly acknowledge the difficulties of university autonomy.

At the same time, add some solutions such as enhancing autonomy and accountability of higher education institutions; increasing investment resources for education, increasing the percentage of budget for higher education; promoting the sense of responsibility, and innovating the governance of higher education institutions.

From the proposed solutions, Mr. Nguyen Dong Phong raised the question "should there be a new resolution to replace Resolution 29?"

Proposing that there should be a separate resolution on higher education, Professor Pham Hong Quang, Chairman of the Thai Nguyen University Council, acknowledged that the leading role of higher education in the development of localities and regions has not been clarified; there is inequality in higher education between regions.

Regarding some tasks and solutions for higher education, Professor Pham Hong Quang said that it is necessary to create a system of universities that are centers of innovation; improving the quality of lecturers must be a strategic content in the coming time, in which universities and lecturers, in addition to training and scientific research, must participate in policy consulting.

Agreeing with the draft orientation report assessing the results achieved, shortcomings and limitations after 10 years of implementing Resolution 29 on higher education, Dr. Ho Xuan Nang, Chairman of the Council of Phenikaa University, commented: The current bottleneck is the planning of higher education facilities, leading to an imbalance between regions when higher education facilities are concentrated in big cities.

Therefore, the Government needs to have an action program to ensure human resources for disadvantaged and mountainous areas.

Socialization and mobilization of social resources into higher education, although having many results, according to Mr. Ho Xuan Nang, are still not many and if there are good policies, many non-public schools are willing to invest to share with the public university system.

Discussing from the perspective of investment in developing basic science, cutting-edge science, key laboratories, specialized laboratories, high-tech centers, and experimental production - Lessons learned from implementing Resolution 29/NQ-TW at Hanoi University of Science and Technology, Associate Professor, Dr. Huynh Quyet Thang, Director of Hanoi University of Science and Technology, shared 7 lessons learned.

In particular, emphasizing the building of a clear strategy on science and technology, closely following the country's development strategy, from spreading strategy to specific work; promoting scientific research and innovation for teachers;

Building a technology map; developing a startup and innovation ecosystem; expanding network connections between training institutions, connecting businesses, connecting with similar training institutions abroad...

Some recommendations mentioned by Associate Professor Dr. Huynh Quyet Thang include: Adjusting legal documents, continuing to invest in science and technology, continuing to focus on people, clearing the financial flow to develop basic science and cutting-edge science...
