As reported by VietNamNet, the Supreme People's Procuracy has just completed the indictment to prosecute Ms. Nguyen Thi Thanh Nhan (former Chairwoman of AIC Company) and 13 other defendants for the crimes of Giving bribes, Receiving bribes, Violating bidding regulations causing serious consequences and Abusing position and power while performing official duties.

The Supreme People's Procuracy assigned the Ho Chi Minh City People's Procuracy to exercise the right to prosecute and supervise the trial of the case.

According to the indictment, the investment project to build the Biotechnology Center (CNSH) was approved by the Ho Chi Minh City People's Committee in January 2006 with a total area of ​​230,000 m2 and a total estimated investment of VND1,632 billion. The investor is the CNSH Center.

Around April 2014, Mr. Duong Hoa Xo (former Director of the Center) met Ms. Nguyen Thi Thanh Nhan at the inauguration ceremony of the Plant Tissue Culture Center.

At this time, Ms. Nhan discussed with Mr. Xo to create conditions for AIC Company to participate and win the bid to implement the project packages. Ms. Nhan promised to "send gifts to thank Xo and his brothers".

Understanding that Ms. Nguyen Thi Thanh Nhan would "keep her promise", Mr. Xo then let AIC Company participate in the bidding and win the bid packages of the above project.

Ms. Nhan is the Chairwoman of AIC Company, headquartered in Hanoi and has a representative office in Ho Chi Minh City. She is the one who has full authority to decide on revenue and expenditure, all other subjects are just employees.

After colluding with individuals at the Center for Biotechnology and several companies to implement and win bids for the project, Ms. Nguyen Thi Thanh Nhan directed the accounting department at the AIC Company headquarters in Hanoi to transfer money to the Southern Office of AIC Company many times so that Mr. Tran Manh Ha (Deputy General Director of AIC) and Tran Dang Tan (Head of AIC Office in Ho Chi Minh City) could give Mr. Duong Hoa Xo (former Director of the Ho Chi Minh City Center for Biotechnology) 14.4 billion VND.

Receiving bribes, Mr. Xo gave Ms. Tran Thi Binh Minh, Deputy Director of the Department of Planning and Investment, 1 billion VND; Nguyen Dang Quan, Deputy Director of the Center for Biotechnology, 950 million VND (given in several installments, from 2016 to 2020); Nguyen Viet Thach, Head of the Construction Management Board of the Center for Biotechnology, 1.1 billion VND. The remaining amount of 11.3 billion VND was used by Mr. Xo for personal purposes.

To date, Mr. Xo has returned 11.5 billion VND; Mr. Quan has returned 700 million VND; Mr. Thach has returned 200 million VND; and Ms. Minh has returned 800 million VND to remedy the consequences. These people have all been assessed by the Supreme People's Procuracy as having confessed honestly and actively cooperated in the process of resolving the case.

The Supreme People's Procuracy assessed that this was an especially serious case, attracting public and social attention. Some defendants had fled, causing difficulties in the process of solving the case, and needed to be strictly handled according to regulations.

According to the Supreme People's Procuracy, the defendants Nguyen Thi Thanh Nhan, Tran Manh Ha, Tran Dang Tan, and Do Van Truong (AIC employees) fled, making it difficult to solve the case. The investigation agency has issued a wanted notice but has not yet had any results.

The Investigation Agency has issued letters calling on the above people to surrender to enjoy the leniency policy of the Party and the State. At the same time, it has applied full measures to ensure the right to defense as prescribed. In case of failure to surrender, it is considered as waiving the right to defense and being prosecuted.
