Opening the conference, Provincial Party Secretary Do Trong Hung emphasized: In the first quarter of 2024, in the context of intertwined opportunities, advantages, difficulties and challenges, with the spirit of "Discipline - Responsibility - Action - Creativity - Development", the Provincial Party Committee, People's Council, People's Committee, Vietnam Fatherland Front Committee of the province, all levels and sectors from the province to the grassroots have focused on leading, directing, implementing drastically, synchronously, creatively and effectively the tasks and solutions set out, achieving many very important and quite comprehensive results in all fields.

Highlights include: High and fairly even economic growth in all regions; the province's first quarter growth rate (GRDP) reached 13.15%, ranking 3rd in the country and leading the group of provinces and cities with the largest economic scale in the country. All production sectors have developed, in which agricultural production has grown highly and quite comprehensively; industrial production has grown strongly; tourism activities have been vibrant, total tourism revenue has increased, transportation services have increased sharply; export value has increased by 40.1%, state budget revenue has increased by 31.5% over the same period. Disbursement of public investment capital and site clearance have had positive changes.

The work of building and rectifying the Party and the political system has received special attention and has seen many innovations; the leadership capacity of Party committees and the direction and administration of governments at all levels have been improved; solidarity and unity within the Party, the entire political system, and among the people have continued to be consolidated and enhanced.

However, with the spirit of looking straight at the truth, the Provincial Party Secretary pointed out that in the leadership, direction and organization of the implementation of tasks in the first quarter of 2024, there are still limitations, and some issues are major difficulties and challenges.

Emphasizing the importance of the 30th Conference, the Provincial Party Secretary requested delegates to carefully study the report prepared by the Provincial Party Standing Committee and based on the practical situation of the province, as well as the sectors, fields, and working areas, to participate in discussing, analyzing, and objectively and comprehensively assessing the situation in the first quarter of 2024. Compare with the goals and tasks set out at the beginning of the year, clearly point out the outstanding results and achievements that have been achieved, especially the positive factors and newly emerging factors. During the discussion, it is necessary to focus on analyzing and clarifying the causes of limitations and weaknesses, especially subjective causes and experiences in leadership, direction, and administration.

Secretary of the Provincial Party Committee Do Trong Hung emphasized: 2024 is a year of special significance, a year of acceleration and breakthrough to reach the finish line, decisive for the successful implementation of the goals of the 2020 - 2025 term. The results achieved in the first quarter are very exciting, but these are only initial results, the tasks set for the Party Committee, government and people of all ethnic groups in our province in the second quarter and the remaining 9 months of 2024 are still very large.

Based on the analysis and forecast of possible scenarios in the second quarter and the remaining 9 months of 2024, the Provincial Party Secretary requested delegates to specifically participate in 10 groups of tasks and key solutions for the second quarter stated in the report, ensuring that they are close to reality and highly feasible.

In particular, it is necessary to focus on analyzing and clarifying solutions to remove difficulties and obstacles in investment activities and site clearance, especially for key projects of the province; solutions to accelerate the disbursement of public investment capital in the area; accelerate the implementation of transitional projects and complete documents and procedures to start new projects as planned; solutions to remove difficulties and create favorable conditions for enterprises to maximize capacity, increase output, and enhance production value...

Provincial Party Secretary Do Trong Hung stated: “During his lifetime, President Ho Chi Minh once advised: “Cadres are the root of all work”, “success or failure depends on good or bad cadres”; therefore, I request that comrades study and propose solutions to enhance the sense of responsibility of cadres and civil servants in advising and organizing the implementation of tasks, especially measures to overcome the mentality of hesitation, fear of mistakes, fear of responsibility, harassment, and bureaucracy when performing public duties”.
