Evaluation of the results of the first 6 months of implementing Project 24 of the Provincial Party Committee

Attending the conference were comrade Hoang Quoc Khanh, member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee; members of the Steering Committee.

According to the Steering Committee's assessment, in the first 6 months of the year, Party committees and agencies have proactively deployed Project 24 to Party organizations, cadres, Party members, private economic units, business owners and employees. Functional agencies, based on their assigned tasks, proactively advised and did a good job of propaganda and mobilization, initially creating a change in awareness and action among cadres, Party members, business owners and employees regarding the development of Party members, the establishment of Party organizations, and socio -political organizations in private economic units; Proactively implement Resolution No. 17/2023/NQ-HDND dated December 8, 2023 of the Provincial People's Council promulgating regulations on policies to support party organizations, socio-political organizations in private economic units and village party cells and residential groups in the province for the period 2024 - 2030. Party committees at all levels pay more attention to the work of developing party members, doing a good job of developing trade union organizations, union members and youth unions in private economic units.

The results of admitting party members, union members; establishing party organizations, trade unions, and youth unions are increasing, in which some targets exceed the project's targets. Notably, since the implementation of the project, 33 grassroots unions have been established (the project's target is to establish 25-30 grassroots unions); 3,274 new union members have been admitted (the project's target is to admit 2,500-3,000 union members); 16 new union organizations have been established (the project's target is to establish 3 organizations each year).

The Party committees at all levels have paid attention to and directed the training of Party awareness and political theory for new Party members. Since the beginning of the year, the Party committees of districts, towns, cities and the Party Committee of the Provincial Agencies - Enterprises have opened 17 training classes on Party awareness, including 28 trainees who are employees in private economic units. The province has admitted 15 Party members in private economic units, bringing the total number of Party members in private economic units admitted since the project was implemented to 174; 3 new Party organizations were established in private economic units, bringing the total number to 7 Party organizations in private economic units established since the project was implemented.

The Steering Committee also pointed out that some Party Committees have not yet recruited Party members in private economic units, such as Sa Pa, Bao Yen, Bac Ha, Si Ma Cai, and Muong Khuong; the number of Party members recruited in the first 6 months of the year reached 1% of the total number of Party members in private economic units (in the Project's target, 4% of Party members are recruited each year, equivalent to 58 or more Party members/1,434 Party members); since the Project was implemented, 7 Party organizations have been established, reaching 46% of Party organizations compared to the Project's target.

At the conference, delegates discussed, analyzed and clarified a number of causes, lessons learned, a number of good models and proposed a number of key tasks and solutions to effectively implement Project 24 in the last 6 months of the year.

Speaking at the conference, comrade Pham Toan Thang, member of the Standing Committee, Head of the Provincial Party Committee's Organization Committee, Deputy Head of the Standing Committee of the Steering Committee, requested the Steering Committee and its members to continue to focus on disseminating and implementing Project 24; members of the Steering Committee proactively coordinate with Party committees to organize and implement the work of building Party organizations and unions in private economic units according to assigned tasks and areas.

Propose that the Standing Committees of District Party Committees, Town Party Committees, City Party Committees, and the Party Committee of the Provincial Agencies - Enterprises Bloc pay attention to enhancing the political responsibility of leaders, directing specialized agencies to implement Resolution No. 17 of the Provincial People's Council to ensure compliance with regulations; pay attention to grasping the operational situation of newly established Party organizations, mass organizations, and private economic units in the area; promptly grasp the aspirations of workers, propagate for workers to strive to become Party members; strengthen the training of outstanding masses, create sources for developing Party members, and establish Party organizations when meeting the prescribed conditions...
