On the morning of May 29, the Thanh Hoa Provincial Science and Innovation Council (KHSK) held a meeting to appraise and evaluate the effectiveness of application and scope of provincial influence of provincial-level science and technology (S&T) initiatives and research topics in 2024. Vice Chairman of the Provincial People's Committee Le Duc Giang, Chairman of the Provincial KHSK Council (hereinafter referred to as the Council) chaired the meeting.

In the report on the results of synthesizing and reviewing, and preliminary appraisal of scientific research initiatives/topics in 2024 by the Department of Science and Technology - the standing agency of the Provincial Science and Technology Council, the Department of Science and Technology received 37 scientific research initiatives/topics from individuals. Of which, the dossiers that met the conditions for submission to the Council for consideration and evaluation were 35 scientific research initiatives/topics from 35 individuals; the dossiers that did not meet the conditions for submission to the Council for consideration and evaluation were 2 initiatives/topics from 2 individuals (not ensuring novelty, creativity; not clarifying the effectiveness of the initiatives).
The leaders of the Department of Science and Technology reported the results of synthesizing, reviewing and preliminary appraising scientific research initiatives/topics in 2024.
The Council discussed, evaluated and commented on each profile and initiative according to the criteria in accordance with current regulations; at the same time, pointed out the advantages and limitations of the initiatives.
Specifically, some initiatives are novel, creative, and highly applicable. However, there are still initiatives with a narrow scope of influence, which do not describe the solution or benefits of the initiative.

Based on review and evaluation, out of 37 scientific research initiatives/topics of 37 individuals, the Provincial Science and Technology Council voted to unanimously select 33 initiatives of 31 individuals to be recognized by the Provincial People's Committee at the provincial level in 2024; the remaining 4 initiatives were not eligible for recognition as provincial initiatives.

Speaking at the conference, Vice Chairman of the Provincial People's Committee Le Duc Giang, Chairman of the Provincial Science and Technology Council, highly appreciated the efforts of the Department of Science and Technology - the Standing Body of the Council, and the Provincial Science and Technology Council Appraisal Team in guiding, receiving and classifying initiatives. The appraisal of initiatives has been carried out carefully; the evaluation of initiatives has been carried out strictly and objectively.
The Vice Chairman of the Provincial People's Committee requested the Department of Science and Technology to prepare documents for the Provincial People's Committee to recognize 33 initiatives of 31 authors; coordinate with local departments and branches to guide agencies, units, businesses and individuals to have more topics and initiatives registered to participate in the following years. Press agencies should step up propaganda, promotion and dissemination of the purpose and meaning of the initiative. Authors whose initiatives have been recognized in 2024 should promptly deploy and apply them in practice to bring high efficiency.
