Not just voluntary early retirement

As a matter of course, along with high determination and great consensus to bring about outstanding results, there must also be acceptance of disadvantages and sacrifices of personal interests in the revolution to streamline the apparatus of the political system. At such times, the example set by cadres and party members in voluntarily retiring and leaving work before the age of majority is an extremely important factor, creating favorable conditions for the revolution to streamline the apparatus soon to be completed, promoting efficiency, effectiveness and efficiency.

Voluntary retirement and early retirement demonstrate the responsibility and exemplary spirit of communist party members towards the viewpoints, guidelines, and policies of the Party and State. With the determined spirit of "The Central Government does not wait for the provincial level, the provincial level does not wait for the district level, the district level does not wait for the grassroots level", in recent times, the mountainous province of Tuyen Quang has actively implemented Resolution No. 18-NQ/TW "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently". Along with the efforts to implement the arrangement and merger, many cadres and party members have voluntarily applied for early retirement, which is a favorable condition for Tuyen Quang to carry out this "revolution". A typical example is Mr. Nguyen Quoc Huu, born in 1965, Head of the District Party Committee's Propaganda Department and Director of the Na Hang District Political Center (Tuyen Quang), who applied for early retirement even though he was considered a dedicated and responsible cadre, and would not be out of work until September 2027. He decided to retire early to facilitate the work of streamlining the district's organizational apparatus and to help young cadres develop. In many localities across the country, many cadres who are still of working age have taken the lead and set an example in retiring early. They are typical examples showing their support and high agreement with the Party's policy of streamlining the apparatus, creating conditions for agencies and units to streamline the apparatus.

In addition, our Party and State have had many policies and regimes that are considered "outstanding" for cadres and civil servants who retire or leave their jobs early. The Government has issued Decree No. 178/ND-CP on policies and regimes for cadres, civil servants, public employees, workers and armed forces in implementing the reorganization of the political system. After understanding this policy, many cadres and party members have voluntarily retired early. Comrade Nguyen Thi Tung Chinh, Secretary of the Party Committee of Duc Giang Ward, Long Bien District (Hanoi) has 6 more years to retire. As an exemplary party member who has taken the lead in responding to the policies and guidelines of the Party and State, she voluntarily retired early with the spirit: "All policies and guidelines have encouraged workers, cadres and civil servants. I think it is appropriate to decide to retire early so that the young generations who are talented and capable of accessing the common development of the country as well as the city and district can access it. The subsidies stipulated in Decree 178 help cadres, civil servants and public employees who retire early have financial resources to start small businesses, invest or ensure their lives. Thereby, cadres and party members clearly understand the purpose and significance of the revolution to streamline the organizational apparatus, promote the role of setting an example, voluntarily write a retirement application, and quit their job early to facilitate the organization in the process of arrangement and mobilization.

More importantly, cadres and party members who retire or quit their jobs do not mean that they have no more responsibilities and leave everything to chance. Because the Party Charter clearly states: Strive for the Party's goals and ideals throughout life, put the interests of the Fatherland, the working class and the working people above personal interests; strictly comply with the Political Platform, the Party Charter, the Party's resolutions and the laws of the State... Comply with the regulations of the Central Executive Committee on what party members are not allowed to do. Actively participate in mass work and social work at work and at home; propagate and mobilize families and people to implement the Party's guidelines and policies and the laws of the State... Be ready to sacrifice personal interests when the organization needs it. When cadres and party members retire, quit their jobs and return to civilian life, they must fulfill their responsibilities as citizens as stipulated in the Constitution: "Citizens have the responsibility to fulfill their obligations to the State and society". These are extremely practical and exemplary actions, bringing great benefits to the Party and the country in the current revolution of streamlining the organizational apparatus.

Streamlining the apparatus - Party's ideas are in line with people's wishes

Since the Democratic Republic of Vietnam (now the Socialist Republic of Vietnam) was founded on September 2, 1945, our Party and President Ho Chi Minh have been determined to build a state in the spirit of democracy and progress. In each revolutionary stage, especially since the country began the renovation process (1986), our State apparatus has always been adjusted appropriately, in the direction of streamlining. From the 7th Congress to the present, our Party has issued many resolutions and conclusions to lead the implementation of the renovation policy, streamlining the political system's apparatus, and organizing the apparatus to operate effectively and efficiently. Specifically: Resolution of the 8th Central Conference (7th tenure); Resolution No. 10-NQ/TW dated February 9, 2007 of the 10th Central Executive Committee; Resolution No. 12-NQ/TW dated January 16, 2012 of the 11th Central Executive Committee; Resolution No. 18-NQ/TW dated October 25, 2017 of the 12th Central Executive Committee...

Reality has shown that after nearly 40 years of renovation, under the leadership of the Party, our country has achieved great and comprehensive achievements in all fields. From an underdeveloped economy with low income, Vietnam has now become a developing country with an average income, and the material and spiritual life of the people has been constantly improved. From 1986 to 2020, per capita income increased 17 times; in 2024, per capita income will be about 4,622.54 USD. The above figures clearly demonstrate that the renovation, building of a streamlined, efficient, effective and efficient State is in line with the trend of renovation and international integration, as well as the reality of Vietnam; in line with the leadership of the Party, the State manages, the people are the masters, creating high support, consensus and unanimity of the people.

Unifying perception and action

A cumbersome and wasteful apparatus is one of the reasons that hinders development, and many of the Party's policies and guidelines are slow to be implemented in real life. Streamlining the apparatus of the political system also reduces the burden on the national budget. Moreover, streamlining the apparatus is also a key factor in improving the effectiveness of law enforcement and improving state management. Thanks to this reform, the process of providing public services has been simplified, waiting times have been shortened, helping people and businesses easily access state services.

The streamlining of the organization and apparatus demonstrates the very high political determination of our Party and State, with a clear purpose, and there is absolutely no such thing as "doing it for show", "just for show" or "fighting for power" as the hostile forces distort and spread. It is necessary to see that streamlining the organization and apparatus of the political system is not an easy task, not simple, and cannot be done overnight, or done once and for all because it involves many sensitive and complicated issues. Therefore, it requires rigor, science, high political determination, and unity in perception and action. To ensure the victory of the revolution in streamlining the organizational apparatus of the political system, General Secretary To Lam pointed out: The time of 100 years of our country under the leadership of the Party and 100 years of the founding of the country is not far away. To achieve strategic goals, it not only requires extraordinary efforts and outstanding efforts, but also does not allow us to be slow, lax, inaccurate, unsynchronized, or uncoordinated in every step.

With the exemplary and responsible pioneering role of cadres and party members, especially the leadership and direction role and responsibility of the head in the process of streamlining the organizational apparatus, it has spread and strongly impacted the awareness and actions of surrounding civil servants and public employees, further demonstrating the spirit of "only discussing and doing, not retreating". This is an important source of strength in implementing the arrangement and streamlining of the organizational apparatus, contributing to strengthening the trust of cadres, party members and people in the major policies of the Party and State.
