On the afternoon of December 30, in Hanoi, the Party Executive Committee of the Central Agencies Bloc held the 19th Conference (expanded), summarizing the work in 2024 and deploying tasks for 2025. Standing Deputy Secretary of the Party Committee of the Central Agencies Bloc Lai Xuan Lam chaired the Conference.
According to the report at the Conference, in 2024, the Party Committee of the Bloc and its subordinate Party Committees will continue to closely follow the Resolution of the 13th National Party Congress, the Resolution of the 13th National Party Congress of the Bloc Party Committee, new regulations and instructions of the Central Committee to concretize key tasks by promptly promulgating the Working Program, Inspection and Supervision Program of Party Committees and Party Committee Inspection Committees in 2024 and documents on leadership and direction of tasks on Party building work. The focus is on summarizing the Party building work for the 2020-2025 term and summarizing 15 years of implementing the Party Charter (2011-2025) in the Bloc Party Committee. Focus on leading, directing and preparing for Party Congresses at all levels and the 14th Bloc Party Congress; summarizing the implementation of Resolution No. 18-NQ/TW of the Central Committee in the Bloc Party Committee and advising and coordinating to develop a project to reorganize the apparatus; Regulations on the functions, tasks and operating regulations of four new party organizations directly under the Central Committee.
The Party Committee of the Bloc and its affiliated Party Committees have actively coordinated with the Party delegation, Party executive committee and leaders of agencies and units to focus on leading cadres, Party members, civil servants, public employees and workers to promote a sense of responsibility, overcome difficulties, and advise on the successful completion of political tasks of the working blocks in 2024.

In 2024, Party building work will be focused on, focusing on grasping the ideological situation and public opinion; orienting information and propaganda, ensuring timeliness, creating consensus in the awareness and actions of cadres and party members in the entire Party Committee of the Bloc; organizing direct and online conferences of the Party Committee of the Bloc connecting to affiliated party committees; successfully organizing the Political Contest on protecting the Party's ideological foundation in the Party Committee of the Bloc in 2024, the Scientific Seminar commemorating the 55th anniversary of implementing President Ho Chi Minh's Testament...
Also in 2024, the Party Committee of the Bloc directed the implementation of reviewing and supplementing the planning for the 2020-2025 term and the planning for the 2025-2030 term; consolidating and supplementing the Party Committee; focusing on completing the tasks assigned by the Secretariat in 2023 and the tasks assigned in 2024; issuing a plan to organize party congresses at all levels in the Party Committee of the Bloc and establishing a steering committee and sub-committees for the 14th Party Congress of the Bloc.
Along with that, mass mobilization work is focused on directing; attention is paid to the work of building and implementing grassroots democracy regulations; regulations on mass mobilization work; the emulation movement "Skilled mass mobilization"; innovating the content and methods of operation of the Youth Union of the Bloc and all levels of the Youth Union in the direction of closely following the political tasks of the Party Committee and the instructions of the Central Youth Union; promoting the role of political and social organizations in participating in building a clean and strong Party and government...
At the Conference, delegates focused on discussing and supplementing a number of drafts: Report summarizing the work in 2024, directions and key tasks in 2025 of the Party Committee of the Bloc; Report summarizing the inspection and supervision work in 2024, directions and key tasks in 2025; Work program of the Party Committee Executive Committee of the Bloc in 2025 and Draft Political Report (2nd time) of the Party Committee Executive Committee of the Bloc, term XIII.
Speaking at the Conference, Standing Deputy Secretary of the Party Committee of the Bloc Lai Xuan Lam requested that the Party Committees under the Party Committee of the Bloc urgently complete the summary of the work in 2024; deploy the tasks in 2025. Right in the first days of 2025, we must concentrate highly, with the most determined and enthusiastic spirit in implementing political tasks; ensure that professional work is carried out continuously and interconnectedly, and not interrupt political tasks because of streamlining the apparatus.
Standing Deputy Secretary of the Bloc Party Committee Lai Xuan Lam stated that during the process of streamlining and streamlining the apparatus and until the decision to end operations, merge and consolidate is made, Party committees at all levels must still promote, continuously deploy, connect and complete political tasks on schedule. Standing Deputy Secretary of the Party Committee of the Bloc Lai Xuan Lam said that currently, the Politburo assigned the Central Organizing Committee to advise and seek comments to adjust Directive No. 35-CT/TW dated June 14, 2024 on Party Congresses at all levels towards the 14th National Party Congress to be consistent with the policy of streamlining the apparatus of organizations and agencies in the political system. Therefore, the Party Committee of the Bloc requested that Party committees at all levels, immediately after the Politburo issues the Directive (adjustments and supplements), should closely follow and concretize the directives of the Politburo and the instructions of the Central Organizing Committee and the Party Committee of the Central Agencies Bloc on Party Congresses at all levels; at the same time, continue to discuss and synthesize comments on the Documents of the 14th National Party Congress.
At the same time, Comrade Lai Xuan Lam requested to continue researching and proactively advising on building and streamlining the organization and apparatus according to the direction of the Central Committee and the General Secretary with the spirit of "running while lining up"; in which, focusing on proposals on the organization, staffing, and number of specialized cadres of Party committees at all levels, ensuring related policies and regimes, in order to contribute to the successful implementation of the revolution on streamlining the apparatus, operating effectively - efficiently - effectively.
Standing Deputy Secretary Lai Xuan Lam requested to focus on disseminating major and key policies from now until the 14th National Party Congress, in conjunction with the achievements and results of implementing the resolutions of Party Congresses at all levels for the 2020-2025 term, the Resolution of the 13th National Party Congress of the Bloc Party Committee and the 13th National Party Congress. Party committees at all levels should promote the spirit of solidarity and high unanimity, encourage cadres and party members to work with peace of mind, maintain political courage, especially in the period of reorganizing the organization and apparatus; strengthen political and ideological education, regularly grasp the situation of public opinion and the thoughts of cadres, party members and workers; at the same time, promote the pioneering and exemplary role of cadres and party members, especially the heads of Party committees, agencies and units.
