On the morning of December 4, the Party Committee of the Ministry of Foreign Affairs held an online conference to connect the training conference on professional work of organizing party congresses at all levels organized by the Party Committee of the Central Agencies Bloc.

The training conference on professional work on organizing party congresses at all levels was organized by the Party Committee of the Central Agencies Bloc in the form of direct and online access to nearly 400 locations, with the participation of more than 6,400 delegates from Party committees at all levels of central departments, ministries and branches.
At the Ministry of Foreign Affairs bridge, there were comrades who were members of the Party Executive Committee of the Ministry and representatives of the Party Committees of all affiliated Party organizations.
At the Conference, delegates heard Comrade Lai Xuan Lam, Standing Deputy Secretary of the Party Committee of the Bloc, emphasize that the 14th National Congress of the Party, to be held in early 2026, is a very important political event for the Party and the country.
Implementing Directive No. 35 of the Politburo, from the beginning of 2025, Party committees at all levels will hold Party cell and Party chapter congresses. This is a key political task of Party organizations in Central agencies.
The Party Congresses at all levels took place in the context that, after nearly 40 years of renovation, our country has achieved many great and outstanding achievements in all fields. The country's role, potential, foundation, position and international prestige have been increasingly enhanced; creating a solid premise to bring the country into "a new era - the era of the Vietnamese people's rise".
Identifying the role, position, and special importance of the Party Congresses at all levels for the 2025-2030 term, the Standing Deputy Secretary of the Party Committee of the Bloc said that the Executive Committee and the Standing Committee of the Party Committee of the Bloc have promptly led, directed, issued plans, and provided implementation instructions.
In particular, training on professional work in organizing party congresses at all levels in the Party Committee of the Bloc will help party committees at all levels prepare well with the spirit of "running and lining up at the same time" to lead and direct the successful organization of the congress in the context of many units being streamlined and rearranged in organization and apparatus.
Therefore, the Standing Deputy Secretary of the Party Committee of the Bloc requested that the preparation and organization of Party congresses at all levels must be carried out in accordance with the Party's regulations and principles; especially the principle of democratic centralism.
For documents of Party congresses at all levels, focus on leading and directing the development and organization of thorough, profound and effective discussions, especially on the viewpoints, goals, policies and major orientations stated in the draft documents of Party congresses at higher levels, especially the documents submitted to the 14th National Party Congress.
The political report must be the central report, playing a guiding role for other documents of the congress. The review report must be combative, promoting the spirit of self-criticism and criticism.
In addition, personnel work must ensure the direct and comprehensive leadership of the Party, promote the role and responsibility of the leadership team and the head according to regulations to ensure the inheritance, innovation and development of the staff; emphasize quality, have reasonable quantity and structure, and strengthen in key positions, areas and fields.
The new Party Committee must be exemplary in political qualities, intelligence, qualities, ethics, lifestyle, capacity, and prestige to meet the requirements of the tasks in the new development period. The election work must be carried out strictly, in accordance with the Party's principles and regulations; ensuring strictness, democracy, science, objectivity, impartiality, and transparency.
Along with that, it is necessary to carry out well the work of protecting internal politics; have effective screening mechanisms and criteria so as not to miss out those who are truly virtuous and talented; at the same time, resolutely not to let into the new Party Committee those who show signs of degradation in political ideology, morality, lifestyle, "self-evolution", "self-transformation"; violate Party discipline, State laws; violate things that Party members are not allowed to do.
The delegation attending the congress of the higher-level party committee has a strong political stance, steadfast revolutionary ideals, is exemplary in qualities, ethics, lifestyle and working capacity, and represents the wisdom of the party committee to participate and contribute to the contents of the congress.

During the preparation and implementation of the congress, regularly do well in political and ideological work, especially information and propaganda work, to ensure high solidarity and unity; focus on leadership and direction to successfully complete political tasks. Be proactive, positive, and take effective measures to combat plots and tricks to sabotage and cause internal disunity by hostile forces, disaffected elements, and political opportunists.
With high political determination and great efforts, in recent times, the Central Executive Committee, the Politburo, and the Secretariat have focused on leading and directing the setting out of a number of new and very important contents, including the content on arranging and streamlining the organization and apparatus of the political system in the spirit of Resolution 18 of the Central Executive Committee.
"General Secretary To Lam sent a very strong message, considering this a "revolution in organizational apparatus". As a revolution, there will be a general command, participating forces with a common goal, a platform, direction, guidelines, specific strategies... to ensure the revolution will definitely win.
Therefore, the work of leadership, direction and organization of Party congresses of Party organizations in Central committees, ministries and branches needs to continue to be studied to be implemented in accordance with the current context and situation, thoroughly grasping the guiding viewpoints of the General Secretary and the Central Executive Committee," said the Standing Deputy Secretary of the Party Committee of the Bloc.
At the conference, delegates listened to key content related to the topics of organization and personnel of the Party Committee, procedures and processes for conducting congresses, and inspection, supervision, and handling of complaints and denunciations.
