Difficult to recognize 4-star OCOP products
In 2023, Quang Nam province has 89 products whose OCOP star recognition (the “One Commune One Product” program) has expired, but only about 30 products have registered for re-recognition. The reason is that the new criteria for recognizing OCOP products has many changes, high requirements and takes a long time to complete the application, making it difficult for many entities to register for re-recognition.
Mr. Hua Dai Duong, Dich Yen Cooperative (Tien Phong Commune, Tien Phuoc District) said that according to Decision 148 of the Prime Minister on the set of criteria and process for evaluating and classifying products of the OCOP program, Dich Yen rice paper product (4-star product) does not meet the criteria for collective trademark.
Specifically, the time from filing a trademark application to issuing a certificate is 16 to 18 months or more, making it very difficult for the cooperative to maintain the 4-star standard. This causes many disadvantages, because if the star rating is reduced, it will cause misunderstandings for some customers, affecting the commercial results of the products that have been built up for a long time.
Similarly, Mr. Vo Tan Sanh, Director of Binh Dao Agricultural Cooperative, Thang Binh District, said that although he had registered intellectual property for the Huong Lan Truong Giang sticky rice brand and Binh Dao pure black sesame oil for nearly 3 years, they had not yet been recognized, making it impossible for the product to be upgraded to 4 stars. This affected the product's development and market expansion.
Need to remove obstacles soon
In 2023, Quang Nam aims to support the development and upgrading of 333 recognized products, of which at least 70% are 3-star products or higher and about 10-15 are 4-star products, but through actual inspection and evaluation, they do not meet the standards.
According to Mr. Vo Hung, Deputy Head of the Rural Development Department (Drug Development Department of Quang Nam province), through recording the reality of the subjects and comparing with the previous set of evaluation criteria, most of the difficulties and problems lie in the scale of production and conditions for intellectual property certification.
Specifically, in terms of production scale, the subjects must have the capacity and production scale of medium or higher. While the criteria set does not specify what scale is small, medium or large.
Regarding the conditions for intellectual property certification, 4-star products must have an intellectual property registration certificate, while the procedure to get it is very long.
Mr. Tran Van Noa, Head of the Provincial Rural Development Department, said that the Provincial OCOP Evaluation Council has met and will advise the Provincial People's Committee to issue a document recommending the Ministry of Science and Technology and the Ministry of Agriculture and Rural Development to remove these obstacles. At the same time, he hopes that the subjects will continue to review the regulations of the criteria set to have timely investment and upgrading orientations.
Quang Nam province currently has 395 products recognized as meeting OCOP standards, including 334 3-star products and 61 4-star products. Many products are sold in supermarket chains, clean food stores and exported, contributing to increasing product brands and developing the rural economy.
