(BGDT) - On the afternoon of July 4, the Party Delegation of the Bac Giang Provincial People's Council held a conference to appraise and examine a number of draft resolutions in the economic and budgetary fields. Comrade Lam Thi Huong Thanh, Deputy Secretary of the Party Delegation, Permanent Vice Chairwoman of the Provincial People's Council chaired the meeting. Also attending were Comrade Nghiem Xuan Huong, Vice Chairman of the Provincial People's Council; leaders of a number of relevant departments, branches and sectors.

The contents of the Provincial People's Council Party Delegation's appraisal and review include: Draft Resolution approving the construction zoning plan of Xuan Cam - Huong Lam Industrial Park, Hiep Hoa District (scale 1/2,000), the total area of the land studied for planning is about 231.54 hectares; Draft Resolution approving the construction zoning plan of Duc Giang Industrial Park, Yen Dung District (scale 1/2,000), the total area of the land studied for planning is about 287.54 hectares. These are 2 multi-industry industrial parks, high-tech industrial parks, and environmentally friendly.

Commenting on the draft Resolution approving the construction zoning plan of Xuan Cam - Huong Lam Industrial Park, Hiep Hoa District (scale 1/2,000), delegates requested the Management Board of Industrial Parks to explain, calculate, and clarify some contents such as: Rainwater and wastewater drainage system; traffic system connecting the Industrial Park with Provincial Road 398 and surrounding areas; fire prevention and fighting plan; power supply plan for the Industrial Park.

Regarding the nature of the industrial park, there are opinions suggesting that we should not list a series of industries attracting investment but should be selective; calculate and clearly state the location and area of service land, agricultural land, traffic land around the industrial park... to improve the quality and effectiveness of the planning project.

Concluding the comments on the draft Resolution approving the construction zoning plan of Xuan Cam - Huong Lam Industrial Park, comrade Lam Thi Huong Thanh stated: Regarding the policy, the Party Delegation agrees with the plan submitted by the Provincial People's Committee. It is requested that the Management Board of Industrial Parks and enterprises accept and supplement all and complete the opinions raised by the delegates in the most detailed direction possible; avoiding overlap in the planning.

The draft submission must be consistent in data with the socio-economic report of the Provincial People's Committee, consistent with the province's general plans and projects; at the same time, it must clearly state the legal basis, nature, extent, scope of influence and necessity of the planning project. He emphasized that this is a multi-industry industrial park, a high-tech, environmentally friendly industrial park, so the project needs to select and supplement suitable industries to meet these criteria.

Regarding the draft Resolution approving the construction zoning plan of Duc Giang Industrial Park, Yen Dung District (scale 1/2,000), the opinions basically agreed with the explanatory content and the submission as well as the attached appendix of the Provincial Industrial Park Management Board.

Representatives of the Provincial People's Council's Legal Committee gave comments on the draft resolution.

Assessing the draft Resolution, comrade Lam Thi Huong Thanh stated: The draft was consulted and prepared relatively carefully, close to reality, basically consistent with the Provincial Planning for the period 2021-2030 and the Yen Dung regional planning approved by the Provincial People's Committee. The collection of opinions from the community was carried out publicly and seriously... However, she suggested that the explanation should clarify the drainage plan for the entire area.

In order for the draft resolutions to ensure form, content and quality when presented at the upcoming 11th session of the 19th Provincial People's Council, the comrade assigned the Economic - Budget Committee to coordinate with the Provincial Industrial Park Management Board and the Provincial People's Committee Office to review and unify the projects to complete the draft resolutions to be submitted to the People's Council at the upcoming session.
