The monitoring delegation of the Vietnam Fatherland Front Committee of Tan Binh District (Ho Chi Minh City) monitored the Tan Binh District Police on the management of boarding houses.

The consistent viewpoint of the Party is to be closely attached to and subject to the supervision of the people, relying on the people to build the Party, which is increasingly concrete and clear. Resolutions and regulations on Party building and rectification and on cadre work all mention promoting the role of the people in the fight to prevent and repel degradation, "self-evolution", "self-transformation", creating favorable conditions for the people to directly reflect and give comments to the Party committee on cadre work; requiring attention to supervising the cultivation, training of ethics, lifestyle and setting examples of leaders, leaders, managers, cadres, party members and civil servants in the political system.

Respect the opinions of the people

Implementing one of the solutions on Party building proposed in Resolution 4 of the 11th Central Committee, the 11th Politburo issued Regulations on the participation of the Vietnam Fatherland Front, socio-political organizations and people in giving opinions on Party building and government building (attached to Decision No. 218-QD/TW dated December 27, 2013).

According to this Regulation, the people, directly and through the Fatherland Front (VFF), political and social organizations at all levels, reflect and make suggestions to Party committees and authorities at all levels from the Central to the grassroots level, to cadres, Party members, civil servants and public employees in the political system. The content of suggestions is draft resolutions of the Party; the institutionalization, concretization and organization of implementation of resolutions, directives of the Party, policies and laws of the State; political qualities, ethics, lifestyle and exemplary responsibility, especially of the heads of Party committees, Party organizations and authorities at all levels.

Field studies in many localities have shown that Party committees, authorities and the Fatherland Front at all levels have proactively implemented Decision 218-QD/TW, focusing on promoting democracy and strengthening social consensus. In 10 years, the Fatherland Front and socio-political organizations at all levels in Quang Binh have conducted 20,388 consultations with Party organizations and government agencies, dialogues between heads of Party committees and authorities, and consultations with cadres, Party members, civil servants and public employees.

According to the Standing Vice Chairman of the Vietnam Fatherland Front Committee of Quang Binh Province, Truong Van Hoi, the rate of accepted opinions and suggestions is more than 96%, including opinions that competent authorities requested the provincial authorities to clarify before promulgation. Through the lens of the Vietnam Fatherland Front, competent authorities have an objective, comprehensive, specific, practical view and ensure the rights of the people when issuing resolutions, directives, and directive and administrative documents.

In Ninh Thuan province, along with regular supervision of the implementation of the contents of the announcement of conclusions after the dialogues between the Party Committee leaders and the people, every quarter, the Party Delegation and the Standing Committee of the Vietnam Fatherland Front Committee of the province proactively collect the opinions and legitimate and legal aspirations of the people to report and reflect to the Party Committee and the government. The Fatherland Front at all levels in the province proactively assigns cadres and leaders to directly record and synthesize the opinions of members of the Fatherland Front Committee at all levels and people according to their areas of responsibility; the results of surveys and practical research of the advisory councils serve as the basis for regular comments on the activities of Party organizations, cadres and Party members, and at the same time recommend the government to promptly resolve pressing issues of concern to the people. Governments at all levels place "suggestion boxes" at their offices; and publicize hotline numbers on mass media.

From 2021 to present, Phu Rieng district (Binh Phuoc province) has organized dialogues with more than 300 people's representatives, recording 125 opinions, recommendations, and proposals. Communes in the district have organized 30 dialogue conferences with more than 3,000 people, recording 375 opinions. The District Party Committee also organized meetings with religious dignitaries, village elders, prestigious people in the community, and dialogues with Vietnam Fatherland Front officials and grassroots organizations.

Secretary of Phu Rieng District Party Committee Nguyen Thi Xuan Hoa recalled: Through dialogue with the people, clearly seeing the difficulties of ethnic minority households when completing procedures for granting land use right certificates, the Standing Committee of the District Party Committee agreed to establish volunteer groups, including: Staff of the Department of Natural Resources and Environment, Phu Rieng Branch Land Registration Office, youth union members and representatives of commune-level authorities to support the people. On Saturdays and Sundays, the volunteer force brings specialized equipment to the communes.

The District Party Secretary and leaders of the District People's Committee also went to each locality, directing a thorough review of cases of ethnic minorities who have not been granted land use right certificates, from which they classified and re-measured the land plots; for any files that need additional documents, the commune's judicial department and other units guided and supported the people to complete them. In the process, any problems that arise will be resolved, and any files that are completed first will be quickly granted land use right certificates. With this approach, in a short time, the district has completed the issuance of 403 certificates to ethnic minorities in 3 communes: Phuoc Tan, Long Ha and Phu Rieng.

People know, people discuss, people supervise officials

The Party has issued policies and many regulations to promote the role of the people in building and rectifying the Party directly and effectively. Party committees and authorities at all levels have implemented many solutions to expand people's participation, comments and supervision of cadres and cadre work, contributing to perfecting the organizational model, improving operational efficiency, and serving the people's needs well. Because the capacity, sense of responsibility, and moral qualities of each cadre and Party member have a direct impact on people's trust in the Party, decisively affecting the prestige and honor of the Party.

With a spirit of openness and a genuine desire for people to participate in building a contingent of cadres, building and rectifying the Party and the political system, the Party has issued regulations and mechanisms to clearly identify signs of degradation in political ideology, ethics and lifestyle of cadres so that people can easily identify and monitor them.

In Decision No. 99-QD/TW, dated October 3, 2017, promulgating a framework for Party committees and organizations directly under the Central Committee to continue promoting the role of the people in the fight to prevent and repel degradation, "self-evolution", and "self-transformation" within the Party, the Secretariat requested the public disclosure of many contents, including the results of resolving pressing issues, reflections, recommendations, complaints and denunciations; the results of handling negative and corrupt cases and incidents; the content and results of receiving people's opinions; the commitment to practice and maintain the moral qualities and lifestyle of cadres and Party members; declaration of assets and income of leaders and managers...

Regulation No. 124-QD/TW dated February 2, 2018 of the Secretariat on "supervision by the Vietnam Fatherland Front, socio-political organizations and people on the moral cultivation and training, lifestyle of leaders, key officials and cadres and party members" requires Party committees and organizations, after receiving reports and reflections on signs of moral degradation and lifestyle of leaders, key officials and cadres and party members, to issue written notices of the results of the settlement within 20 days at the latest.

With the scope of supervision of leaders, key officials and cadres and party members at work and in residential areas, people will be more confident, proactive and active in participating in the fight to prevent and push back degradation, and increasingly promote their rights and responsibilities in participating in Party building and the political system.

Seriousness and method are the ways of Bac Kan. The Standing Committee of the Provincial Party Committee has concretized the 27 manifestations of degradation stated in the Resolution of the 12th Central Committee, Session 4, into 135 specific and detailed manifestations of degradation, helping cadres and party members to easily review, compare, self-criticize and criticize, and at the same time helping people to easily identify and monitor. The Standing Committee of the Provincial Vietnam Fatherland Front Committee coordinated with socio-political organizations to develop plans, organize training courses on the process and methods of monitoring, issue guiding documents and organize 130 propaganda conferences with 2,600 participants...

Selecting appropriate and practical content, scope and subjects of supervision is an effective way of the Quang Ninh Provincial Fatherland Front Committee. Following the Central's guiding documents and the local situation, especially the contents that people are interested in, to select subjects and contents of supervision, in 2021, the Provincial Fatherland Front organized supervision of 36 comrades who are chairmen and vice chairmen of the People's Committees of districts, towns and cities and in 2022, organized supervision of 61 comrades who are directors and deputy directors of departments, branches and sectors.

The monitoring teams conducted assessments and verifications at the workplaces of the People's Committees of districts, towns and cities; departments, branches and sectors and at the Party cells where the supervised comrades resided; worked with representatives of the Party Committee and the supervised comrades to agree on the content of the conclusions after the monitoring.

In 2023, the Quang Ninh Provincial Fatherland Front is the first locality nationwide to complete the Program to supervise the implementation of responsibilities and action programs of the Provincial People's Council delegates for the 2021-2026 term with 18 delegates, in the form of combining research, reviewing reports and organizing direct supervision at the agencies and units where the delegates work, the Citizen Reception Committee, the local Fatherland Front and collecting comments from the Party cells where they reside.

Innovation and creativity are the ways of the Ho Chi Minh City Party Committee. On December 1, 2017, the Standing Committee of the City Party Committee issued Regulation 1374-QD/TU on the process of handling information reflecting on collectives and individuals who have degraded in political ideology, ethics, lifestyle, and violated Party regulations and State laws.

This regulation defines that feedback information is considered and processed from 4 sources, including: Voters' opinions; supervision of elected bodies; feedback information, complaints and denunciations of cadres, party members, union members, association members and people through socio-political organizations, supervision activities of the Fatherland Front at all levels; and feedback from the press. Regulation No. 1374-QD/TU has created a mechanism for directing interdisciplinary and interconnected review and processing, both directing the resolution of feedback information and considering the responsibility of party organizations, cadres and party members who violate Party regulations and State laws.

All information reflecting the basis for determining that cadres, civil servants, and public employees have violated their assigned duties and responsibilities must be directed for consideration and strict handling. People can directly reflect to Party committees and authorities at all levels and this information reflecting is received and handled according to strict procedures. This procedure requires agencies to satisfactorily resolve legitimate and legal reflections and recommendations from the people, and at the same time, must handle collective and individual responsibilities for violations.

Party committees at all levels in the city have established Working Group 1374, headed by the Party Committee Secretary. After 5 years, Party committees at all levels under the City Party Committee have received 9,820 reports, of which 9,705 reports have been processed (reaching a rate of 98.83%).

On that basis, Party committees at all levels have reviewed and disciplined 8 Party organizations and 378 Party members; handled 435 cases with administrative sanctions (203 reprimands; 86 warnings; 29 dismissals; 117 cases of extending salary increases, demotions, job transfers, forced resignations, and dismissals); and transferred 9 cases to competent authorities for handling and criminal prosecution.

According to the assessment of comrade Nguyen Ho Hai, Standing Deputy Secretary of the Ho Chi Minh City Party Committee, this approach has truly spread widely throughout the political system, contributing to preventing and repelling corruption and negativity of officials, civil servants and public employees in performing public duties, and strengthening people's trust.

President Ho Chi Minh advised: “Maintaining close contact with the people and always listening to their opinions is the foundation of the Party’s strength and thanks to that, the Party will win”. Promoting the people’s mastery, relying on the people’s contributions and supervision to build a contingent of cadres and build a clean and strong Party is the Party’s major orientation, which has entered life, creating positive changes in awareness and action, multiplying the Party’s resources and strength.

Reality affirms and sets forth requirements that, along with the Party correctly and creatively defining guidelines and policies, there must be trust, consensus and active participation of the people, which is a solid foundation for building, protecting and developing a prosperous and happy country.
