Ensure legal corridor for medical facility leaders to feel secure in purchasing drugs and supplies

Heads of medical facilities must fully perform the responsibilities of competent persons, investors, and bidding parties in contractor selection activities, ensuring adequate supplies of medicines, chemicals, testing materials, medical equipment, and other related services for medical examination and treatment.

On July 18, the Ministry of Health sent an official dispatch to the People's Committees of provinces and centrally-run cities regarding ensuring medicines, medical supplies, and medical equipment for medical examination and treatment.

Accordingly, the Ministry of Health stated that in recent times, in order to overcome difficulties and obstacles in procurement, bidding and the situation of drugs, supplies and medical equipment, the National Assembly , the Government and ministries and branches have actively and proactively issued many legal documents and guidance documents on the procurement of drugs and medical equipment for units to apply and implement.

At the same time, create a legal corridor, clearly define the authority and responsibility of each host, create conditions to encourage investors to feel secure and proactive in implementation, helping public health facilities to promptly purchase drugs and medical equipment to serve medical examination and treatment.

Drug procurement and bidding at medical facilities have had many difficulties resolved.

To ensure medicines, medical supplies, and medical equipment for medical examination and treatment, the People's Committees of provinces and centrally-run cities are requested to direct heads of medical facilities under their management to fully perform the responsibilities of competent persons, investors, and bidding parties in contractor selection activities, ensuring adequate medicines, chemicals, testing supplies, medical equipment, and other related services for medical examination and treatment.

At the same time, promote and strictly manage the organization of procurement and bidding, ensuring publicity, transparency, efficiency, and avoiding waste; take responsibility if there is a shortage of drugs, chemicals, testing supplies, medical equipment, and related services at medical facilities under management.

Medical facilities need to improve their responsibility in purchasing and bidding for medical supplies and equipment.

People's Committees of provinces and cities direct health departments and local centralized procurement units to synthesize the demand for purchasing drugs, medical supplies, and medical equipment on the list of local centralized procurement of medical facilities under ministries, branches, and enterprises located in the area when these medical facilities have demand in accordance with regulations.

Along with that, the Ministry of Health also requested the People's Committees of localities to direct investors to resolve issues in the contractor selection process according to their authority, not to push responsibility to ministries, branches, and superior agencies to resolve issues arising in the contractor selection process under the responsibility of investors.
