Speaking at the opening of the meeting, Minister Nguyen Van Hung said that based on the tasks assigned by the Central Steering Committee to celebrate major holidays and important historical events of the country in the three years of 2023-2025, the Ministry of Culture, Sports and Tourism has implemented quite synchronous activities. The meeting aimed to review the assigned tasks and work to continue to ensure the highest requirements.

The Minister requested that units contact the assigned tasks, and report any difficulties or problems beyond their authority to the Ministry's leaders for resolution. Regarding problems within their authority, the Minister requested that units proactively overcome them, ensuring that assigned tasks are carried out on schedule and with high efficiency.
Minister Nguyen Van Hung stated that the highlight of the activities commemorating the 70th anniversary of Dien Bien Phu Victory is the art program taking place on the evening of May 6. This is an event assigned by the Party and State leaders to the Ministry of Culture, Sports and Tourism. We have experience in this activity, however, when implementing it, we must pay attention to ensuring harmony and synchronization. "Has the art program script been completed? What are the highlights, which images need to be emphasized? The Minister raised the issue."
Regarding the task of directing the ceremony of the Rally, Parade, and March to celebrate the 70th anniversary of the Dien Bien Phu Victory, the Minister requested the Department of Performing Arts to report on the progress of finding an MC and developing a specific script. According to the Minister, these are seemingly simple tasks compared to our experience, but we must not neglect them, we must identify them as important tasks with profound political significance" - the Minister emphasized.
Reporting on the art program to celebrate the 70th anniversary of Dien Bien Phu Victory, Deputy Minister Ta Quang Dong said: The program, expected to be called "Dien Bien Phu - Golden Milestone of History" or "Dien Bien Phu - Peaceful Rendezvous", will be a particularly attractive and humane program, combining elaborately staged art performances with reminiscences of the past, interspersed with music are analyses and assessments of the Dien Bien Phu victory by witnesses and Vietnamese and international journalists.
The program features diverse art performances such as music, singing, dancing, animation, poetry reading, honoring all forces participating in the Dien Bien Phu campaign such as infantry and artillery soldiers, hundreds of thousands of people participating in the frontline labor teams, youth volunteers, artists, etc.
The art program shows the skillful military art, the feelings of the soldiers in "Fifty-six days and nights, digging mountains, sleeping in tunnels, pouring rain, rice balls", the determination and intelligence in the battle for peace, independence and resonance around the world. The victory resounded throughout the five continents, shook the earth, received the support of international friends, and ignited the will to fight for independence and freedom in the countries of Indochina.

The program uses modern technology to recreate the panoramic picture of the Dien Bien Phu campaign, bringing a sacred atmosphere right at the fierce battlefield of the past, with the stage located at 7/5 Square, Dien Bien Phu city, Dien Bien province. The stage is staged with a modern sound and lighting system, creating a solemn and tragic atmosphere to tell the touching and extremely proud story of the legendary land of Dien Bien Phu.
"The participating artists, in addition to the famous artists of today, also include a generation of artists who were artists performing on the Dien Bien Phu battlefield 70 years ago, bringing back memories, emotions and pride," said Deputy Minister Ta Quang Dong.
Reporting at the meeting, Acting Director of the Department of Performing Arts, People's Artist Tran Ly Ly said that the Department of Performing Arts has developed a plan to coordinate with the People's Committee of Dien Bien province. The script of the art program has been sent to the People's Committee of Dien Bien province for comments, and the Vietnam National Opera and Ballet Theater has been assigned to implement it. "The Vietnam National Opera and Ballet Theater is responsible for organizing the rehearsal and performance of the art program to ensure progress, quality, safety and savings," said People's Artist Tran Ly Ly.
At the meeting, Deputy Ministers Ho An Phong, Trinh Thi Thuy and representatives of the Departments and Divisions also contributed their opinions on the implementation of the tasks. According to Deputy Minister Ho An Phong, implementing the direction of Minister Nguyen Van Hung, through this event, the Ministry will work with the province to further promote tourism events associated with the National Tourism Year to be more effective and promote better.
Agreeing with the draft Plan for the art program and the celebration, Deputy Minister Trinh Thi Thuy said that, based on the assigned tasks, the Ministry of Culture, Sports and Tourism has been closely following the content of the assignment according to the functions and tasks. The Deputy Minister said that for the celebration program, the part of conducting the ceremony is extremely important, fundamentally deciding the success of the ceremony. Therefore, it is necessary to carefully study the MC plan. The Minister emphasized that the activities to celebrate the 70th anniversary of the Dien Bien Phu Victory and the country's major holidays are not only an opportunity to promote the value and historical significance, the epochal stature of the Dien Bien Phu Victory, of the resistance war against the French colonialists, but also affirm the correct and wise leadership of the Communist Party of Vietnam and President Ho Chi Minh.
"Through activities, arouse and promote the tradition of patriotism, revolutionary heroism, determination to fight and win of our army and people; uphold the spirit of great national unity; express deep gratitude to the generations who sacrificed their blood for national independence and unification; encourage and motivate cadres, party members and people of all walks of life to strive and make efforts to overcome difficulties and successfully complete the political goals and tasks in 2024" - Minister Nguyen Van Hung requested.

Regarding the design and identity of the celebration, the Minister requested the Department of Fine Arts, Photography and Exhibition to quickly select and send it to the Propaganda Department for appraisal. After appraisal, it will be widely published in the press to spread the value, significance and historical spirit of the Dien Bien Phu Victory.
The Minister also requested to urgently prepare a detailed script for the celebration, ensuring solemnity, in accordance with national rituals, and in accordance with ritual regulations.
The Minister assigned the Department of Financial Planning to urgently work with the Ministry of Finance on funding for the celebrations. The Department of Financial Planning is responsible to the Minister for funding issues for units performing tasks, ensuring transparency and speed. Any problems must be promptly reported to Deputy Minister Ta Quang Dong for reporting to the Minister.
