Support for flood victims
During the recovery period from storm No. 3, many provinces and cities have issued documents to suspend the organization of the Mid-Autumn Festival in 2024 and entertainment activities to focus on overcoming the consequences. Many universities and colleges have also stopped organizing the opening ceremony to raise funds to support people in flood-hit areas.
The University of Social Sciences and Humanities (Vietnam National University, Ho Chi Minh City) announced that it will not hold the opening ceremony on the morning of September 27 as previously planned and will use the opening ceremony budget of 100 million VND to support people in flood-affected areas.
In addition to donating and calling for support, many universities have also taken practical actions and policies to provide timely support to students in the localities. Specifically, Ho Chi Minh City University of Economics has implemented the "Support Scholarship" and "Tuition Payment Extension" programs with 100 scholarships, each worth 10 million VND, to be awarded to students in difficult circumstances in localities affected by the storm. In addition, the school has also extended the tuition payment period for the first semester of the 2024-2025 school year to January 15, 2025 to support students and families in flood-affected provinces and cities to reduce financial pressure.
Many other universities are also reviewing, making statistics and listing students affected by storms and floods to come up with support plans, both in terms of study and finance. The University of Economics and Law (Ho Chi Minh City National University) has supported 46 million VND for students whose families have been affected by storms and floods. The Academy of Posts and Telecommunications Technology has allocated 500 million VND from its student support fund to help full-time university students whose families have been severely affected by storms and floods...
According to Prof. Dr. Nguyen Mau Banh - President of the Vietnam Association of Retired Teachers, the natural disaster occurred at the beginning of the new school year, when families had just spent money on clothes, books and other year-end contributions for their children. However, every teacher, parent and student joined hands to contribute human and financial resources to share in the difficulties that people in the flood-affected areas have suffered and are suffering. The valuable thing is that not only working people and those with material conditions contributed, but also children, union members, youths, etc. also contributed to ease the pain that people in the North are suffering.
However, the problem of supporting people in flood-hit areas will still have a lot of work to do, not only the daily necessities, ensuring food and shelter, but also countless human and property losses, the grief and sorrow of losing loved ones that need timely psychological support... as experts have pointed out. Schools and the education sector, as the second home of each student, need to be really close, promptly care and help students so that no one is left behind.
Do not be subjective in prevention, avoid storms and floods
According to statistics in Tuyen Quang, all 456 schools in the area had to close from September 7-11 to prevent and combat the effects of storm No. 3. As of September 13, 164/456 schools in the province continued to let students stay home because some areas were still isolated; schools focused on cleaning schools and classrooms; students' families focused on cleaning their houses after the flood.
As of September 13, 292/456 schools in the province have allowed students to return to school. It is expected that from September 16, 455/456 schools will allow students to return to school. In particular, Chiem Hoa Ethnic Boarding Secondary and High School is expected to allow students to return to school from September 23 to repair and fix the electricity, water, kitchen and dormitory systems due to prolonged flooding.
The Department of Education and Training of Lao Cai province informed that on September 16, 521 schools resumed teaching, 77 schools did not resume teaching (accounting for 12.87%). The number of schools that could not resume teaching was in 3 districts: Simacai, Bac Ha and Bao Yen due to not ensuring safety, still flooded, traffic disruption; and not yet overcoming the consequences after the storm...
Currently, the education and training sector is directing schools to actively clean up classrooms and ensure necessary conditions for teaching and learning to return to normal. At the same time, it is encouraging affected staff and teachers to focus on overcoming the consequences of natural disasters and stabilizing their lives.
One of the things to note is to continue to organize propaganda for teachers and students in schools to absolutely not be subjective in storm and flood prevention. The locality also requires the Education sector to urgently, proactively and coordinate with localities to review school facilities, propose support for books and learning materials to ensure teaching and learning activities in the shortest time.
In Thai Nguyen, it is expected that on September 16, all schools will have partially overcome the consequences of the storm, ensuring conditions to welcome students back to school.
Vice Chairwoman of Yen Bai Province Vu Thi Hien Hanh informed that the entire province is trying to send students back to school on September 16 to ensure the school year. Schools with more severe damage are expected to send students back to school from September 18.
The Ministry of Education and Training and the Vietnam Education Trade Union have organized the "Launching Ceremony of the Education Sector to Support People Affected by Storm No. 3". In the coming time, according to Minister of Education and Training Nguyen Kim Son, the support will be transferred to the beneficiaries as quickly as possible. In particular, priority will be given to human support. First of all, it will be for teachers and students.
