Deputy Minister of Information and Communications Bui Hoang Phuong emphasized that for the national digital transformation process to be successful, one of the mandatory requirements is to ensure network safety and security for systems and data.
Digital transformation must be associated with information security and safety
On November 21, in Hanoi, the Vietnam Information Security Association - VNISA hosted the conference - exhibition on Vietnam Information Security Day 2024 with the theme "Information security for data infrastructure and national digital platform".
In his opening statement, former Deputy Minister of Information and Communications, Chairman of VNISA Nguyen Thanh Hung said that the Association chose the topic "Information security for national data infrastructure and digital platforms" with the hope of creating a forum for managers and experts to discuss trends and solutions to help protect the safety of digital data infrastructure and national digital platforms in the journey of national digital transformation.
Speaking at the event, Deputy Minister of Information and Communications Bui Hoang Phuong emphasized that to realize the nation's goal of rising up and turning Vietnam into a high-income developed country, one of the main pillars is to promote the application of digital technology and promote comprehensive digital transformation in all economic, political and social fields.
With a young population, dynamic human resources and the ability to quickly absorb technology, digital technology platforms Made in Vietnam have been developing rapidly. Along with that are the inevitable and extremely strong development trends of data infrastructure to serve digital platforms and digital transformation.
However, for the national digital transformation to be successful, one of the inevitable and mandatory requirements is to ensure the safety and network security of systems and data. General Secretary To Lam also emphasized that promoting digital transformation must be associated with security and safety.
“Ensuring information security and safety, more than ever, has become an extremely important and urgent requirement. This is related to the very big problem of ensuring national security and safety in cyberspace ,” Deputy Minister Bui Hoang Phuong assessed.
Pointing out that the developments in the field of network information security are the result of the joint efforts of the entire community under the strong direction of the Party and State leaders, Deputy Minister Bui Hoang Phuong informed: Vietnam has risen to 17th place out of 194 countries in the global network security ranking. The number of cyber attacks in the first 9 months of the year has decreased by 55% compared to the same period last year.
The national surveillance system has processed more than 10 billion messages, successfully blocked over 14,000 malicious websites, and protected the safety of more than 11 million users.
Besides the achieved results, according to Deputy Minister Bui Hoang Phuong, agencies, organizations and enterprises in Vietnam are also facing huge challenges in ensuring network safety and security.
A representative of the Department of Information Security (Ministry of Information and Communications) updated the information security situation in Vietnam in the new context. Acting Director Tran Quang Hung said that cyber attacks on information systems and cyber attacks and online fraud targeting people are the two main issues that information security work always has to face.
Regarding information system protection, Mr. Tran Quang Hung pointed out a number of issues that have led to many systems being attacked by cyber attacks in recent times, such as the limited level of attention and responsibility of leaders; more than 50% of information system owners do not know that they need to comply with regulations on ensuring security at each level; investment and attention to information security are both excessive and insufficient.
“In fact, through inspection, it is shown that many units have implemented measures to ensure system safety but they are not sufficient and not correct; they do not know which risks and dangers need the most attention. Even when there are incidents, some units still cannot apply the technology, processes and response plans that have been developed,” Mr. Tran Quang Hung analyzed.
Regarding attacks and scams against people, a representative of the Information Security Department said that online scams are constantly increasing and the ultimate goal of the subjects is "property".
According to statistics, financial fraud accounts for 73% of all fraud cases, and 27% are identity theft frauds.
Continuously improve capacity to promptly respond to risks and threats
Speaking to delegates attending the plenary session of the Vietnam Information Security Day 2024 workshop, in the context of increasingly increasing, complex and sophisticated cyber attacks with the support of AI, Deputy Minister Bui Hoang Phuong called on all agencies, organizations, businesses and individuals to regularly and continuously improve their capacity to ensure information security themselves and proactively deploy information security assurance plans.
Affirming that the Ministry of Information and Communications will continue to accompany and coordinate with agencies, organizations and enterprises nationwide in ensuring information security, Deputy Minister Bui Hoang Phuong also emphasized a number of solutions that need to be focused on in the coming time to protect data infrastructure and national digital platforms.
That is, requiring agencies and organizations to review and evaluate the overall status of information systems and fully implement current regulations on ensuring information safety and security, especially regulations on ensuring safety by level.
Increase investment in information security, focus on developing Made in Vietnam technology products, especially automatic cyber attack detection and prevention systems, AI applications.
Proactively develop a plan to respond to information security incidents, including implementing a plan to periodically back up the system and important data to promptly restore system operations when attacked by a network.
At the same time, the Ministry of Information and Communications will direct the effective, practical, regular and continuous implementation of information security assurance work according to the 4-layer model, especially improving the capacity of the professional monitoring and protection layer, maintaining information sharing connections with the National Cyber Security Monitoring Center.
Within the framework of the plenary session, the platform supporting information security drills was officially launched by the Ministry of Information and Communications. Along with that, the ceremony to award Certificates of Merit from the Minister of Education and Training to the teams that won first and second prizes in the 'ASEAN Students with Information Security 2024' competition took place. This year, the competition had the participation of all 10 ASEAN countries with nearly 250 teams.
