Dak Lak collects allowances from thousands of teachers due to incorrect payment

Many localities in Dak Lak province are considering recovering preferential allowances from many teachers due to incorrect payments.

Recently, many localities in Dak Lak have issued documents to recover the difference in preferential allowances paid to teachers exceeding the prescribed level. The period of incorrect payment and recovery is calculated from June 4, 2021 according to Decision No. 861/QD-TTg dated June 4, 2021 of the Prime Minister (decision approving the list of communes in Region III, Region II, Region I in ethnic minority and mountainous areas for the period 2021 - 2025) to August 2024.

According to the reporter's investigation, after Decision 861 took effect, many localities in Dak Lak adjusted the area. For example, Krong Pak district (Dak Lak province) has 5 communes and towns, including: Hoa An, Ea Kly, Ea Kuang, Hoa Tien and Phuoc An town that have changed the area. Preschool and primary school teachers in these communes previously enjoyed a 50% preferential allowance, but now it is down to 35%. Secondary school teachers will receive a 5% reduction instead of 35% as before. However, from 2021 to present, Krong Pak district continues to apply the old area to pay preferential allowances, leading to overpayments. Therefore, the Finance and Planning Department of Krong Pak district sent a document to schools requesting a recovery. With the recovery of the wrongly spent amount, many teachers have to pay back tens of millions of dong to the district.

Ms. NTA (a teacher at a kindergarten in Hoa An commune) said that according to the initial calculation, she had to return nearly 50 million VND due to the district's wrong payment. With her current salary, she could not manage to pay such a large amount of money back to the district.

“We do not object to the district collecting back the wrongly paid allowances. However, our current salaries are very low, and the district has been paying wrongly for a long time, leading to teachers receiving such a large amount of money. Therefore, we request the district to consider and extend the time to collect the money from teachers as it was paid wrongly in the past 3 years,” Ms. A. said.

Not only Krong Pak district, many localities in the province also paid in violation of regulations after Decision 861 took effect. For example, in M'Drak district, 4 communes and towns had to collect preferential allowances.

In Ea Kar district, the Finance and Planning Department has just requested schools in 4 communes and towns to estimate the collection. In Krong Bong district, many communes also have to collect additional fees.

Many teachers in Krong Bong district are worried because the amount of money being collected is too large to pay at once.

In Buon Ho town, Dak Lak provincial inspectors conducted an inspection and discovered that the locality had paid incorrect allowances to teachers, causing a loss of more than VND5.6 billion to the state budget. This was the amount of incorrect payments to schools located in 4 wards that are not in mountainous areas, including: Thien An, An Binh, Binh Tan, and Doan Ket.

According to a leader of the Dak Lak Provincial Inspectorate, the unit has reported and requested the Dak Lak Provincial People's Committee to recover more than VND 5.6 billion that the People's Committee of Buon Ho town paid in violation of regulations. At the same time, apply measures to recover and return to the State budget the amount of money improperly spent on incentives for teachers in the remaining units in the province. At the same time, request the Chairman of the Provincial People's Committee to unify the policy of thematic inspection on the payment of preferential allowances for teachers in the 2021-2024 period to promptly handle and advise the Provincial People's Committee to unify and direct general implementation in the whole province.
