On the afternoon of October 24, at the Ministry of National Defense, General Phan Van Giang, Minister of National Defense, chaired the official welcoming ceremony and held talks with Senior Lieutenant General Truong Huu Hiep, member of the Politburo and Vice Chairman of the Central Military Commission of China.

This is the first time Senior Lieutenant General Zhang Youxia, Vice Chairman of the Central Military Commission of China, has led a delegation to officially visit Vietnam.
The visit lasted from October 24 to 26 at the invitation of General Phan Van Giang, Minister of National Defense of Vietnam.

Vietnam - China defense relations have always been identified as one of the important pillars.
At the meeting, Senior General Phan Van Giang emphasized that this visit by the Vice Chairman of the Central Military Commission of China is a vivid manifestation of the increasingly close relationship and increasingly strong political trust between the two Parties, States and Armies of Vietnam and China.
General Phan Van Giang affirmed that Vietnam always considers developing friendly and cooperative relations with China an objective requirement, a strategic choice, and a top priority in Vietnam's foreign policy.
Emphasizing that on the basis of the good relationship between the two Parties and two States, the Vietnam-China defense relationship has always been identified as one of the important pillars, constantly expanding, increasingly going into depth and substance, actively contributing to realizing the common perception of the two countries' senior leaders.

General Phan Van Giang also reviewed the cooperation between the two sides in many aspects and fields in recent times.
This includes maintaining delegation exchanges and contacts at all levels, especially high levels, and coordinating to successfully organize the 8th Border Defense Friendship Exchange, thereby further enhancing mutual understanding and trust, contributing to concretizing the direction of "higher political trust".
Regarding cooperation in the coming time, General Phan Van Giang suggested that both sides continue the pivotal role of the military in the general relationship between the two countries and continue to promote cooperation in various fields.
In particular, regarding maritime issues, General Phan Van Giang emphasized Vietnam's consistent stance of resolving all disputes and disagreements by peaceful means, on the basis of international law, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS), fully implementing the Declaration on the Conduct of Parties in the East Sea (DOC), and wishing to soon negotiate and agree on a Code of Conduct in the East Sea (COC) that is substantive, effective, in accordance with international law, and beneficial to the parties concerned.

Implementing the common perception of the leaders of the two Parties and two States, over the past time, the defense cooperation relationship has become more in-depth, effective, practical and increasingly solidly developed.
At the end of the talks, the two sides signed the following documents: Letter of Intent between the Vietnamese Ministry of National Defense and the Chinese Ministry of National Defense on enhancing defense cooperation and Border Cooperation Agreement between the Vietnamese Ministry of National Defense and the Chinese Ministry of National Defense.

Previously, Senior Lieutenant General Truong Huu Hiep laid a wreath and visited President Ho Chi Minh's mausoleum and the Presidential Palace relic site.
Senior Lieutenant General Truong Huu Hiep is expected to pay courtesy visits to General Secretary To Lam, President Luong Cuong, Prime Minister Pham Minh Chinh, visit Regiment 102, Division 308, Army Corps 12 and visit a number of historical and cultural relics in Hanoi.
