The Congress reviewed the emulation and reward work and the Emulation and Victory Movement for the period 2019-2024; commended and rewarded collectives and individuals with outstanding achievements in implementing the Emulation and Victory Movement of the Ninh Thuan Provincial Border Guard in the past 5 years.

According to the assessment, over the past 5 years, the international solidarity movement in the provincial Border Guard force has always closely followed reality, developed continuously, widely and effectively; closely combined the international solidarity work and the international solidarity movement with the implementation of campaigns of all levels, sectors and localities; promoted the study and following of Ho Chi Minh's ideology, morality and lifestyle; effectively implemented the campaign "Promoting tradition, dedicating talent, worthy of being Uncle Ho's soldiers" and the emulation movement "BĐBP follows Uncle Ho's teachings"... Thereby, promoting cadres and soldiers to promote positivity, proactiveness, creativity, overcome all difficulties, determined to compete to excellently complete the task of managing and protecting sovereignty and security of the maritime border area (BGB), contributing to creating stability for the socio-economic development of the province.
Provincial leaders visited the provincial Border Guard's teaching aid models displayed at the congress.
To promote the emulation movement in the 2024-2029 period, the Provincial Border Guard continues to thoroughly grasp the directives and resolutions of higher levels; the leadership, direction and orientation of the Party Committee, the Border Guard Command, the Provincial Party Committee and the Provincial People's Committee; study and grasp the viewpoints and policies of the Party, the State, the Army, the situation and tasks of the unit, proactively overcome difficulties, unite, continue to innovate the emulation work and the emulation movement in association with specialized emulation movements, peak emulation periods, raids, local patriotic campaigns and movements, determined to overcome the limitations and shortcomings in the emulation work and the emulation movement in the 2019-2024 period pointed out; Excellently complete the emulation targets and contents for the 2024-2029 period associated with excellently completing political tasks, building a comprehensively strong provincial Border Guard "Exemplary, typical", a clean and strong Party organization; firmly protect territorial sovereignty, border security, sea areas, protect the Party, government and people of the Border Guard area.
Speaking at the congress, the Standing Deputy Secretary of the Provincial Party Committee commended the achievements of the provincial Border Guard officers and soldiers in recent years; congratulated the advanced models of the provincial Border Guard in the period of 2019 - 2024, which have contributed to fostering and promoting the qualities of "Uncle Ho's soldiers" in the new period, beautifying the image of the "green uniform" soldier as a support for the Party Committee, government and people in coastal areas. He suggested that in the coming time, the emulation work and the emulation movement of the provincial Border Guard should continue to be closely linked with the local patriotic emulation movements, continue to promote the "Studying and following the ideology, morality and style of Ho Chi Minh"; focus on the preliminary and summary stages, discover and foster advanced models, thoroughly overcome weaknesses and weak points to make the emulation movement develop widely, continuously and firmly.

Maintain strict combat readiness, promote synchronous and comprehensive implementation of border protection measures, mass mobilization, building political, economic, cultural and social bases; actively prevent natural disasters, epidemics, search and rescue. Closely coordinate with other forces stationed in the area, grasp the situation, effectively fight against all types of crimes in the BGB area. Implement well the democratic regulations, promote the vanguard and exemplary role of party members and cadres to build Party committees and organizations to successfully complete tasks, "Exemplary, typical" comprehensive strong units, excellent strong mass organizations, successfully complete assigned tasks.
