
In the 2019-2024 term, ethnic work and ethnic policies in Dien Bien district have been focused on and achieved many positive results. The targets at the 3rd District Ethnic Minority Congress in 2019 were all achieved and exceeded; infrastructure continued to be invested in, changing the face of highland, border and ethnic minority villages. With the training and fostering policies of the Party and State, the qualifications of ethnic minority cadres and civil servants have been gradually improved to meet the requirements in managing and operating socio-economic development, ensuring national defense and security. Ethnic minorities have access to science and technology through agricultural and forestry extension models; intensive farming; increased crop and livestock productivity and output, contributing positively to the district's poverty reduction work.
In credit activities for ethnic minorities, from 2019 to now, 20,457 people have received loans (total loans of over 929 billion VND) to solve essential needs for life, such as: Residential land, housing, production land, developing production and business, changing occupations and solving jobs. 100% of ethnic minorities in extremely difficult areas are provided with health insurance (exceeding the target set by the 3rd Congress). The rate of poor ethnic minority households is still over 11%, contributing to reducing the poverty rate of the whole district to 7.74%.

With the theme "Ethnic groups in Dien Bien district unite, innovate, promote internal strength, integrate and develop", the 4th Congress of ethnic minorities in Dien Bien district set out 12 goals and 9 key tasks for the 2024-2029 term.
The congress elected 30 delegates to attend the upcoming Congress of ethnic minorities in Dien Bien province.

On this occasion, the People's Committee of Dien Bien district awarded certificates of merit to 10 collectives and 15 individuals with outstanding achievements in ethnic work and implementation of ethnic policies in the period 2019 - 2024.
