Attending the Congress were comrades: Hau A Lenh, member of the Party Central Committee, Minister, Chairman of the Ethnic Committee; Doan Minh Huan, member of the Party Central Committee, Secretary of the Provincial Party Committee; Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Tong Quang Thin, member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee, Head of the Congress Organizing Committee.

Also attending were members of the Provincial Party Standing Committee; leaders of the Provincial People's Council, People's Committee, Vietnam Fatherland Front Committee, and the Provincial National Assembly Delegation; members of the Congress Organizing Committee; leaders of departments, branches, sectors, unions, Nho Quan district, and Tam Diep city. Notably, the Congress was attended by 145 outstanding delegates representing more than 30,000 ethnic minorities in the province.

Speaking at the opening of the Congress, Comrade Tong Quang Thin, Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee, said: Over the past years, the Party Committee, Government and People of Ninh Binh province have inherited and promoted the tradition of their fathers and grandfathers, with the will and aspiration to rise up, proactively and creatively promote potentials and advantages, overcome difficulties and challenges and achieve important and comprehensive achievements in all fields. The scale of the province's economy has been constantly expanding, with an average annual growth rate of over 8%, and per capita income ranking 11th out of 63 provinces and cities nationwide. The economic structure has shifted in a positive direction, from 2022 Ninh Binh province will become a province with a self-balancing budget with regulation on the central budget; a tourist center of the country and one of the three largest automobile industrial centers in Vietnam.

Along with that, the province effectively exploits specific mechanisms and policies for ethnic minority and mountainous areas to improve the material life, cultural life, and spiritual life of ethnic minorities in the province. Currently, Ninh Binh province is implementing strategic goals and tasks according to the Provincial Planning for the period 2021-2030, with a vision to 2050 approved by the Prime Minister. Striving to basically meet the criteria by 2030, and by 2035 to become a centrally-run city with the characteristics of a millennium heritage urban area and a creative city.

The Standing Vice Chairman of the Provincial People's Committee also said: The 4th Congress of Ethnic Minorities in Ninh Binh Province in 2024 has the theme "Ethnic groups unite, innovate, create, promote advantages, potentials, integrate and develop sustainably". This is an important event in the political life of ethnic minorities in Ninh Binh Province.

The Congress is an opportunity to summarize the implementation of ethnic work, affirm the consistent policy of the Party and State on ethnic issues and great national unity; unify the goals, directions and tasks of ethnic work from now until 2029. At the same time, honor and commend collectives and individuals with outstanding achievements in the fields of economic, cultural and social development, hunger eradication, poverty reduction and ecological environment protection, maintaining political security, social order and safety; encourage and arouse national pride, the will to be self-reliant, promote the strength of great national unity for the goal of "rich people, strong country, fair, democratic and civilized society". Thereby, creating a vibrant and exciting competitive atmosphere among all classes of people, promoting solidarity and the spirit of striving for the common development of the province.

The political report presented by comrade Tran Viet Hung, Vice Chairman of Nho Quan District People's Committee at the Congress affirmed: There are currently more than 30 thousand ethnic minorities living in Ninh Binh province, of which the Muong ethnic group accounts for 96.7%. In order to create conditions for ethnic minorities and ethnic minority areas to promote their advantages and potentials and strive for integration, over the past 5 years, Ninh Binh province has effectively implemented the programs and projects of the Central Government in combination with the province's specific policies to develop the ethnic minority areas relatively comprehensively. Therefore, the economy, culture and society of ethnic minority areas have many positive changes, political security, social order and safety are ensured, national defense is maintained, the material and spiritual life of the people is constantly improved and enhanced, the appearance of the ethnic minority areas has changed significantly.

Specifically: Over the past 5 years, the province has mobilized more than 326 billion VND to implement the National Target Program on Socio-Economic Development in Ethnic Minorities and Mountainous Areas. By 2023, the average income per capita in ethnic minorities in the province will reach 60 million VND/year; the poverty rate in ethnic minorities and mountainous areas will decrease to 2.95%, a significant decrease compared to previous years.

Infrastructure continues to be invested synchronously with 100% of the communes in ethnic minority areas of the province having convenient traffic routes from the commune center to the villages, hamlets, and hamlets; 100% of households have access to the national grid; more than 90% of the population in ethnic minority areas have access to clean water; 100% of communes, hamlets, and hamlets have cultural houses attached to sports areas, simple sports grounds, and in particular, 10 traditional stilt houses have been invested in, repaired, and restored as places for community cultural activities of the Muong ethnic group. The education and health sectors have also achieved many positive results. Schools in ethnic minority and mountainous communes at preschool, primary, and secondary levels all meet national standards. The rate of villages and hamlets with medical staff is 100%.
