Delegates request solutions to overcome suspended planning, what does the Minister of Construction say?

According to delegate Dinh, in 2019 the National Assembly issued a resolution on improving the efficiency of urban land management to overcome the situation of suspended projects affecting people's production and business. " What solutions does the Minister of Construction have to implement this policy? ", he questioned.

Responding to delegates, Minister of Construction Nguyen Thanh Nghi said that after Resolution 82 was issued, the Ministry of Construction has implemented it. Thereby, it has reviewed, adjusted and supplemented the legal system and the system of standards and norms on construction planning such as reviewing the Construction Law, the Urban Planning Law, and enhancing the system of guiding documents...

Thereby, it has advised to amend and supplement the Construction Law to add conditions for granting construction permits with a term, in order to create more favorable conditions for granting construction permits with a term at projects with slow implementation planning.

At the same time, the Ministry of Construction has also conducted many inspections, checks and urged localities to implement the planning.

The Ministry also has many documents requesting and suggesting localities to review planning, promptly cancel overdue planning, unfeasible planning or adjust planning to suit socio-economic development conditions according to regulations in the Law on Urban Planning; requesting localities to develop planning plans and publicize planning in accordance with regulations.

In addition, the Ministry of Construction has a plan and has included it in the program to develop the Law on Urban and Rural Planning, expected to be submitted to the National Assembly at the next session, which includes many contents to overcome the situation of suspended planning.

Also related to the planning issue, when questioning the Minister of Construction on the afternoon of November 6, delegate Tai Thi Yen (Dien Bien delegation) said that the urbanization rate in Vietnam is increasing rapidly. However, there are still existing problems such as traffic congestion, lack of parking, waste treatment, collection, and treatment of wastewater... These problems are slowly being resolved and tend to increase, greatly affecting the quality of life of people and the environment, attracting business investment.

The delegates asked the Minister to propose solutions to renovate and build the face of Vietnamese urban areas in a modern, green, clean, environmentally friendly, and climate change-adaptive direction to thoroughly resolve current problems.

Responding to delegates, Minister Nguyen Thanh Nghi said that recently, the Politburo issued Resolution No. 06 on planning, construction, management and sustainable development of Vietnamese urban areas to 2030, with a vision to 2045. The Resolution affirmed the role of Vietnam's urban system, assessing the results as well as the shortcomings and challenges.

Implementing the Resolution of the Politburo, the Government has issued an Action Plan, which sets the goal of making key investments in resilient, emission-reducing, smart, distinctive cities by 2030, and improving urban infrastructure conditions, as desired by delegates.

The Government's program also sets out five specific groups of tasks, including: Unifying awareness and action on planning, construction, management, and sustainable development of Vietnamese urban areas; improving the quality of planning and planning management to meet the requirements of sustainable urban construction and management; investing in the development of a synchronous, modern, and interconnected urban infrastructure system...

With these tasks, the Government continues to propose 33 specific solutions, including 19 tasks on building mechanisms, policies, and legal documents, and 14 tasks on investing in developing synchronous, modern technical infrastructure, and linking climate change response.

" The Ministry of Construction is focusing on implementing 8 groups of tasks and solutions to be able to effectively implement programs and plans in this content ," said Mr. Nghi.
