Diversify traditional medicine products and services

According to the Decision, the purpose of the Plan is to thoroughly grasp, propagate, organize the full, quality and effective implementation of the tasks assigned by the Secretariat in Conclusion No. 86-KL/TW dated July 10, 2024 (Conclusion No. 86-KL/TW) to strengthen the leadership of the Party, improve the effectiveness and efficiency of state management and further promote the role of Vietnamese traditional medicine and the Vietnam Association of Oriental Medicine in the new period. Identify specific tasks and responsibilities of ministries, branches, localities, the Vietnam Association of Oriental Medicine and relevant agencies in performing assigned tasks.

The requirement is to raise awareness and responsibility of all levels, sectors, organizations, units and society on the development of Vietnamese Traditional Medicine and the Vietnam Oriental Medicine Association; to strengthen close coordination between agencies and organizations in the political system to develop Vietnamese Traditional Medicine and the Vietnam Oriental Medicine Association in the new period, contributing to the cause of protecting and taking care of people's health.

Assign responsibilities to agencies performing assigned tasks in the Plan to ensure progress and close, effective coordination among ministries, branches, localities, and units during implementation. Ensure adequate resources to implement the Plan.

The plan clearly states 11 implementation contents including:

1. Propaganda, raising awareness and responsibility for the development of Vietnamese Traditional Medicine and the Vietnam Oriental Medicine Association in the new period.

2. Develop and perfect mechanisms, policies and laws to develop Vietnamese Traditional Medicine and the Vietnam Oriental Medicine Association.

3. Organization and management: Perfecting the management system from central to local levels, enhancing capacity and effectiveness in state management of traditional medicine.

4. Development of medicinal herbs and traditional medicine: Develop medicinal herb cultivation areas on an industrial scale; build a traceability system and ensure the security and safety of medicinal herbs.

5. Application of information technology and digital transformation: Promote digital transformation in the field of traditional medicine, enhance the application of information technology in management and operations.

6. Human resource development and scientific research: Improve the quality of human resource training, especially human resources with deep expertise in both traditional medicine and modern medicine, to meet the requirements of developing traditional medicine and combining traditional medicine with modern medicine.

7. International cooperation: Actively and proactively integrate and improve the effectiveness of international cooperation, promote the building and promotion of the image and brand of Vietnamese traditional medicine in the international arena.

8. Inspection and examination work: Continue to effectively organize coordination between ministries, branches and localities in the management of medicinal materials, strengthen inspection, examination and control of the quality of medicinal materials, traditional medicines and traditional medicine services.

9. Focus on developing and diversifying traditional medicine services and products; improving the quality of traditional medicine services associated with health care and tourism services.

10. Strengthen socialization to mobilize resources and components to participate in the development of traditional medicine.

11. Promote the role of the Vietnam Oriental Medicine Association, socio-political organizations and professional associations

Regarding implementation, the Prime Minister requested ministries, ministerial-level agencies, government agencies, People's Committees of provinces and centrally run cities and relevant agencies and organizations to closely coordinate with the Oriental Medicine Associations at all levels to effectively implement this Plan.

Annually report the results of assigned tasks to the Ministry of Health (before November 1) for synthesis and reporting to the Prime Minister.

The Ministry of Health shall preside over and coordinate with ministries, ministerial-level agencies, government agencies, People's Committees of provinces and centrally-run cities, the Vietnam Association of Oriental Medicine and relevant agencies and organizations to continue reviewing and improving the state management capacity of traditional medicine, including promptly guiding and promoting the organization and implementation of work, periodically evaluating the results of tasks and solutions for the development of Vietnamese traditional medicine according to this Plan and assigned functions and tasks.

The Vietnam Association of Traditional Medicine, based on this Plan, shall proactively coordinate with ministries, ministerial-level agencies, government agencies, People's Committees of provinces and centrally run cities and relevant agencies and organizations to perform the assigned tasks in the appendix of the Plan according to their functions and tasks. Annually, coordinate with the Ministry of Health to report on the results of the implementation of assigned tasks to the Prime Minister and the Secretariat according to regulations.
