Discussing socio-economic issues on the afternoon of May 31 at the National Assembly, delegate Pham Van Thinh (Bac Giang delegation) said that the project to build 1 million social housing apartments for low-income people is a multi-purpose task, both creating new jobs, promoting growth, and ensuring housing for workers.
Delegate Pham Van Thinh expressed his opinion at the discussion session.
However, delegate Thinh reflected that from the reality in Bac Giang, the project is facing a "very ironic" challenge: workers want to buy apartments but are not eligible because they do not meet the condition of "not having any other housing or land".
Mr. Thinh specifically cited the social housing project in Nhenh Town, Viet Yen District (Bac Giang) phase 1 with 4,000 apartments, selling price 12.3 million VND/ m2 , is being completed and put into use. However, since the announcement of receiving applications, only over 200 workers have met the conditions to buy houses.
"With such a situation, social housing project investors are facing the risk of bankruptcy because there are no qualified customers," Mr. Thinh said, and at the same time proposed to immediately expand the conditions for buyers and renters with priority after the 10 subjects stipulated in the Housing Law, that is, low-income workers and business owners who need to rent housing for their workers can all be customers.
Delegate Tran Thi Van (Bac Ninh delegation) cited a report from the Ministry of Construction saying that currently, housing for workers only meets nearly 30% of demand. The remaining 70% are rented from private households.
Ms. Van also said that during the meeting with the Bac Ninh Provincial Labor Federation, meeting with nearly 1,000 voters and workers, only 27 workers had the need to settle down and buy a house, accounting for nearly 10%. They were all workers with families and had worked in Bac Ninh for 5-10 years.
"19 workers need to stay in the workers' dormitory, accounting for 6.5%, the rest of the workers only need to rent a room, accounting for more than 80%," said Ms. Van.
From there, the Bac Ninh delegation proposed that the National Assembly and the Government review and support households and individuals who build new, renovate, or repair houses for workers to rent to enjoy interest rate reduction support packages, contributing to the implementation of the dual goal of both supporting people to give up land for industrial development to have sustainable livelihoods and reducing the cost of renting houses for workers.
Removing mechanisms to implement the project of 1 million social housing units

Explaining at the end of the discussion, Minister of Construction Nguyen Thanh Nghi said that this agency has provided guidance on preferential loan subjects, authorized the People's Committees of provinces to be responsible for reviewing and checking legal procedures, making a list of social housing projects, worker housing, and renovating old apartments, and publicizing this list so that banks have a basis for lending.
The Ministry of Construction also urged localities to implement a project to invest in at least 1 million social housing units for low-income earners and industrial park workers.
Mr. Nghi said that after about 1 month of implementation, there are about 100 projects eligible for loans from the 120,000 billion VND package of the 1 million social housing project and localities have also announced their loan needs in the 120,000 billion VND credit package, including: Binh Dinh 1,832 billion VND, Phu Tho 441 billion VND, Da Nang 545 billion VND, Tra Vinh 420 billion VND, Bac Giang 4,527 billion VND, Hai Phong 3,892 billion VND.
According to Mr. Nghi, the Ministry of Construction has provided guidance on preferential loans and authorized the People's Committees of provinces to create a list of social housing so that banks have a basis for lending.
In fact, the program has only been implemented for more than a month, the 120,000 billion VND package is for the entire period up to 2030, in the coming time, localities will have many projects participating in this package as announced by the localities.
Mr. Nghi said that in the near future, the Ministry of Construction, together with the State Bank, ministries, sectors and localities will remove mechanisms and policies such as amending the Housing Law and other related laws to effectively implement the social housing development project. In addition, the Ministry will work with localities and businesses to urge and promote the development of increased supply for social housing.
