In Dong Chum commune, for many years, the model of "Self-managed residential area" has been operating very effectively. A typical example is the Xa Sinh Vi Quan clan, one of the Tay ethnic clans with 614 households, 2,237 people, living concentrated in 3 communes of Dong Chum, Muong Chieng, Giap Dat (Da Dac district) launched the model of "self-governing clan" since 2017. It was not included in the village and hamlet conventions. Up to now, the custom of asking for a high dowry has been reduced, the ceremony procedure is reduced to a maximum of 3 sets of pig legs.
In reality, life in rural families often has many conflicts and disagreements between families, even within the family. As the head of the Xa Sinh Vi Quan clan with over 600 households living in 3 highland communes, Mr. Tien has paid attention, coordinated, and closely contacted representatives of the Liaison Committee, the village chiefs, and the branch chiefs to grasp the situation and have measures to resolve conflicts right at the grassroots level. About 6 years ago, there were a few prominent incidents in the clan, such as: Theft, traffic safety violations... However, up to now, the above situation has been almost completely resolved. Within the clan, there have been some conflicts or disputes between husbands, wives, and children, but they have all been promptly resolved, and no case has had to be transferred to the local authorities for resolution.
Over the past 8 years, the prestigious person, Head of the Xa Sinh Vi Quan Xa Van Tien clan, has coordinated with Party cells, mass organizations, functional departments and branches such as the Police, Justice, Ethnic Affairs, Youth Union, Women's Union... to organize hundreds of campaigns to propagate, disseminate and educate the law to thousands of people. The clan members have provided the commune police with over 100 valuable sources of information, coordinated in handling many cases of law violations, mobilized the handover of hundreds of homemade guns of various types, and coordinated in preventing incidents occurring in the area of 3 communes.
The activities of the Xa Sinh Vi Quan clan self-management model for security and order have created a clear change in the work of maintaining security and order, raising the spirit of self-management, self-awareness, vigilance in preventing and combating crimes and social evils; reducing child marriage and incestuous marriage; raising awareness of gender equality; promoting and preserving the ethics and traditions of the family and clan, encouraging children and grandchildren to actively raise awareness of compliance with the law, and implementing well the policies of the Party and State.
