Mr. Nguyen Van Doc, former Secretary of the Provincial Party Committee, Chairman of the People's Council, and Chairman of Quang Ninh province, was removed from all Party positions by the Secretariat for violations related to AIC and FLC.
At the meeting on the afternoon of October 5, the Politburo and the Secretariat removed from all Party positions the following people: Nguyen Duc Long (former Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Secretary of the Party Committee, Chairman of the Provincial People's Committee); Dang Huy Hau, Vu Thi Thu Thuy (former Vice Chairmen of the province); Vu Xuan Dien (Head of the Provincial Party Committee's Internal Affairs Committee); Nguyen Ngoc Thu (former Director of the Department of Natural Resources and Environment); Tran Van Hung (former Director of the Department of Planning and Investment).
The Politburo warned the Standing Committee of the Quang Ninh Provincial Party Committee for the 2015-2020 term for violating the Party's principles and regulations, and the Working Regulations; loosening leadership and direction, and lacking inspection and supervision, allowing the Provincial People's Council Party Delegation, the Provincial People's Committee Party Executive Committee, the Provincial People's Committee and many affiliated Party organizations to violate the Party's regulations and the State's laws.
The above violations "caused serious consequences"; many officials and party members under the management of the Provincial Party Committee's Standing Committee violated the regulations and had to be disciplined, some party members were prosecuted, causing public outrage and reducing the prestige of the party organization.

Mr. Nguyen Van Doc violated the principle of democratic centralism, Party regulations, the Working Regulations of the Provincial Party Committee, the Party Executive Committee of the Provincial People's Committee, the Regulations on what Party members are not allowed to do and the responsibility to set an example; signed and let his subordinates sign a number of documents with contents violating Party regulations and State laws. Mr. Vu Xuan Dien violated the principle of democratic centralism, Party regulations, Working Regulations of the Party Committee of the Department of Health, Regulations on what Party members are not allowed to do and responsibilities to set an example; signed a number of documents with content that violated State laws.
Mr. Dien was irresponsible, allowing a serious corruption case to occur at the Maternity and Pediatrics Hospital project, many officials and party members were criminally prosecuted, causing great damage to the state budget, causing very serious consequences, negatively affecting the reputation of the party organization and local government.
Ms. Nguyen Ngoc Thu and Mr. Tran Van Hung violated the principle of democratic centralism, Party regulations, the Working Regulations of the Party Committee of the agency, the Regulations on what Party members are not allowed to do and the responsibility to set an example; signed a number of documents with content that violated State laws; lacked responsibility, caused very serious consequences, caused great damage to the state budget, and negatively affected the reputation of the Party organization and local government.
The Politburo and Secretariat requested competent authorities to take timely administrative discipline, in line with party discipline.
According to Central regulations, there are four forms of discipline for official party members: reprimand, warning, dismissal, and expulsion.
