The Provincial Party Standing Committee requested Party committees and organizations at all levels to lead, direct, and mobilize the participation of the entire political system to effectively promote the implementation of advocacy, propaganda, education, and persuasion work, etc.; thereby creating a strong and synchronous change in both awareness and action from cadres, Party members, union members, business owners, and workers towards the Party and State's guidelines and policies on "developing the private economy into an important driving force of the socialist-oriented market economy".

At the same time, raise awareness of the role, position as well as requirements and tasks of building and developing party organizations and socio-political organizations in non-state enterprises.

The Provincial Party Standing Committee noted that Party committees and organizations at all levels should focus on doing a good job of developing Party members who are managers and good, reputable workers in enterprises.

In particular, propagandize, mobilize, educate, train, and admit qualified business owners into the Party; on that basis, introduce business owners to run for leadership positions in Party organizations and socio-political organizations in enterprises.

One of the solutions that the Provincial Party Standing Committee focuses on implementing is that Party committees and Party organizations at the grassroots level and higher levels directly assign Party committee members and officials in charge of Party organizations in non-state enterprises.

Together with the government, socio-political organizations at the same level proactively increase meetings, contacts, and dialogues with business owners to grasp the situation, promptly remove difficulties and obstacles, and create consensus in the establishment and operation of party organizations and socio-political organizations in non-state enterprises in the province.

In enterprises that already have a Party organization, the superior Party Committee directly conducts a review, grasps the quantity, and carefully evaluates the current status of the organization and operations to propose specific solutions to consolidate, improve, and improve the quality of operations.

Party committees, party organizations, and party members in enterprises need to be regularly trained to promote their leadership role, guide activities, protect the legitimate rights and interests of party members, union members, and workers, and support enterprises in developing production.

Party organizations in enterprises are guided to develop operating regulations and coordination regulations between the Party Committee and the leadership and business owners; in which, clearly stipulate the participation of the Party organization in building and developing the enterprise and the responsibility of the enterprise in creating conditions for the Party organization to operate.

In difficult places, cadres and party members of higher-level Party committees can be sent to work with Party cells at enterprises, acting as the nucleus to build and improve the leadership capacity of Party organizations.

For enterprises without a party organization, the district-level Party Committee and equivalent directs the subordinate Party Committees and organizations to review and grasp the number of Party members who are working stably in enterprises but still participating in Party activities elsewhere. If there are 3 or more official Party members and the enterprise has stable production and business, a Party cell should be established.

For enterprises that do not have party members but have a trade union organization, the grassroots party committee where the enterprise is headquartered assigns party committee members and experienced party members to coordinate with the trade union organization in the enterprise to discover, train, and create sources for recruiting party members...

In the work of developing new party members, the Provincial Party Committee Standing Committee requested the Provincial Labor Federation Party Committee to direct the Provincial Labor Federation Standing Committee to have a plan to implement the annual target of each grassroots union introducing at least 1 outstanding union member who is a manager, good worker, and prestigious in the enterprise for the Party organization to consider, train, and admit into the Party.

The Provincial Youth Union Standing Committee directed to promote the establishment and improve the quality of youth union activities in non-state enterprises, promote the pioneering role of union members and young people in building and developing enterprises and organizations; thereby, select outstanding union members to introduce to the Party for consideration, training and admission...
