On the morning of November 27, in Ha Long City, Emulation Cluster No. 4 of the Ministry of Public Security held a conference to summarize the emulation movement "For National Security" in 2024.

In 2024, the Provincial Police in Emulation Cluster No. 4 were proactive and determined in leading and directing the implementation of assigned tasks; constantly innovating and promoting the emulation movement "For National Security" , from which the emulation movement became increasingly profound, practical, effective, and was maintained regularly and continuously associated with the activities of the entire People's Public Security force.
The Public Security of 6 provinces has always promoted the spirit of initiative and creativity in organizing and implementing emulation contents, thereby creating strong changes in all aspects of work, contributing significantly to the building of a regular, elite and modern People's Public Security force. The movement has produced many typical advanced models in studying, training, working and fighting, truly exemplary examples for the entire People's Public Security force to learn from and follow.
Speaking at the conference, comrade Le Van Anh, Vice Chairman of the Provincial People's Council, affirmed that the Police in Emulation Cluster No. 4 have focused on grasping and forecasting the situation, doing a good job of advising the Provincial Party Committee and the Provincial People's Committees to direct the implementation of directives and resolutions of the Party and State on national security protection and ensuring social order and safety, with many policies and solutions that are synchronous and effective, closely following the tasks and targets set by the Ministry of Public Security, the Provincial Party Committee and the Provincial People's Committee in 2024. Through the emulation movement "For the security of the Fatherland", many major cases have been promptly investigated and discovered, which have been recognized and highly appreciated by Party committees, authorities and people at all levels; from the emulation movements, many cadres and soldiers have raised their awareness and responsibility for training in work, fighting, and the will to attack crime and serve the people. The spread and effectiveness of the emulation movement "For National Security" plays a very important role in stabilizing political security, social order and safety, creating favorable conditions for socio-economic development in localities and the whole country.
Speaking at the conference, Lieutenant General Nguyen Ngoc Toan, Director of the Department of Party and Political Affairs, Ministry of Public Security, acknowledged, commended and highly appreciated the achievements of the units in the Cluster. At the same time, he requested the provincial police forces to proactively develop plans and programs to ensure absolute security and safety in the area, focus on directing and leading the emulation movement "For the security of the Fatherland" practically, effectively and spreading beautiful images, replicating advanced models and examples.
At the conference, the Public Security of 6 provinces in the Emulation Cluster promoted the spirit of responsibility and solidarity, jointly evaluated and clarified the good work, shortcomings and limitations, drew lessons in leadership, direction and organization of the emulation movement in 2024, proposed effective solutions and methods to promote the emulation movement in 2025 and the following years. In the spirit of democracy, solidarity and construction, Emulation Cluster No. 4 agreed to select typical, excellent and outstanding units in the Emulation Cluster to propose the Government and the Ministry of Public Security to commend in the emulation movement "For National Security" in 2024, and elected Phu Tho Provincial Public Security as Cluster Head, Bac Ninh Provincial Public Security as Deputy Cluster Head of Emulation Cluster No. 4 in 2025.
