The above decision was made at the request of the Department of Transport of Nghe An province. Accordingly, Viet Tien Construction Company Limited is banned from participating in bidding for projects for which the Vietnam Road Administration is the investment decision-making authority for 3 years, starting from June 24, 2024.

This contractor committed fraud and falsified records and documents in the bidding for package No. 1 of construction and installation of works under the project to repair damaged foundations, road surfaces, drainage systems and traffic safety in the section Km47+100-Km51+325, National Highway 48, Nghe An province.

Specifically, the inspection certificates for construction equipment including hot asphalt concrete pavers, steel-wheel rollers, and pneumatic rollers were due for inspection in 2022 but were signed and issued in 2023. The certificates are valid until 2024 (24 months from the date of inspection).

Nghe An Road Maintenance Management Board has requested to verify the documents with a third party, Hanoi Safety Solutions Joint Stock Company - the inspection unit listed in the inspection report of the above equipment.

Verification results showed that the documents of the participating contractors had signs of erasure and forgery and were not inspected by Hanoi Safety Solutions Joint Stock Company; this company also did not issue certificates in the bidding documents.

Nghe An Road Maintenance Management Board has asked Viet Tien Construction Company Limited to clarify the authenticity of the construction equipment inspection certificates, but the contractor has not responded in writing.

Previously, on October 10, 2023, the Vietnam Road Administration issued a decision approving the project to repair damaged roadbed, road surface, drainage system and traffic safety section Km47+100-Km51+325, National Highway 48, Nghe An province. The project was assigned to the Nghe An Provincial Department of Transport as the investor.
