On July 18, Chairman of the Hanoi People's Council Nguyen Ngoc Tuan and delegates of the Hanoi People's Council Constituency No. 2 met with voters in Hoan Kiem district, after the 17th session of the 16th term People's Council.

Speaking at the meeting, voters expressed their concern about the organization of public transport. Voters recommended the development of appropriate and unified technical and technological standards for all urban railway lines, and the selection of technology to ensure synchronization and convenient connection between lines.

Early research and promulgation of technical standards for a type of ticket applicable to all urban railway lines and connecting all types of public transport throughout the city, for the convenience of people; support social insurance for people aged 60-70 in the city; deploy, promote and exploit the Red River sandbank area.

Voters recommend that Hanoi City quickly develop and promulgate a system of norms, unit prices, mechanisms and policies to encourage investment in vehicles and infrastructure to convert 100% of diesel buses to buses using electricity and green energy. Create favorable conditions for people to choose public transportation.

Voters recommend that it is necessary to quickly organize the implementation of the contents of the Capital Law (amended) and 2 Capital Planning Plans, and adjust the Capital Master Plan after the Prime Minister approves it to soon promote its effectiveness into life.

Receiving and responding to the issue of exploiting the Red River sandbank area, Chairman of Hoan Kiem District People's Committee Pham Tuan Long said that the Red River sandbank area has an area of ​​over 300 hectares including 4 districts: Hoan Kiem, Tay Ho, Ba Dinh, Long Bien.

In Hoan Kiem district, there are 2 wards Chuong Duong and Phuc Tan, the largest area and the most populous, but the construction permits and certificates are still only temporary. With the Capital Law (amended) this time, the city is given the power, especially the initiative to deploy projects as well as carry out detailed planning of the Red River sandbank area.

Hoan Kiem District is determined to be the central location of the city and also the central location of the Red River. With such location and area, there are 120 hectares in the riverbank area, 23 hectares in the middle of the sandbank, of which 1.5 hectares is calculated from the boundary of Hoan Kiem from the center of Long Bien Bridge to the downstream of the Red River adjacent to Hai Ba Trung District (Tran Hung Dao Bridge in the future).

Currently, Hoan Kiem district is focusing on researching and proposing solutions to renovate the riverside area in association with promoting the approach to become a public space serving the community: increasing green space, entertainment, services, culture, sports, and other public services.

Building a resolution to implement the Capital Law must be of quality

The City People's Council delegates acknowledged the opinions of voters and requested the leaders of Hoan Kiem district to strive to fulfill the socio-economic goals of the term. At the same time, they hoped that voters would continue to promote their responsibility, intelligence, and spread their spirit to contribute to the development of the city.

According to Mr. Nguyen Ngoc Tuan, from the beginning of the 2021-2026 term until now, many contents through questioning have had clear changes. Such as: environmental sanitation work; Lien Mac pumping station has been treated to take water from the Red River to wash the Nhue River; Tich River has also been invested to handle flooding in the inner city; Yen Xa Wastewater Treatment Plant, Thien Y Waste Plant in Soc Son; In the near future, focusing on the Nui Thoong waste treatment area... the City People's Council has focused on counting and strictly monitoring the implementation progress.

In addition, the implementation of renovation, embellishment, and construction of parks from the city down to the district, town, commune, ward, and township levels is also strongly directed to create green - clean - beautiful environmental landscapes such as the flower gardens of Hoan Kiem, Hai Ba Trung, Dong Da, and Ha Dong districts.

"If each village, residential group, district, and town is clean and beautiful, the whole city and the whole country will be beautiful. This depends on the awareness of each citizen," the Chairman of the City People's Council emphasized.

To implement the newly amended Law on Capital City passed by the National Assembly, Chairman of the City People's Council Nguyen Ngoc Tuan said that the city will unify agencies to issue resolutions to implement policy mechanisms according to the effective date stipulated in the law. The requirement is that the resolution must be of high quality to fully exploit the contents stipulated in the law.

With the planning on both sides of the Red River, this is very important content, it is a must-do. The city has implemented the Red River zoning plan. Based on the plan, the city will calculate, review and implement to ensure compliance with the plan and effectiveness.

The Chairman of the Hanoi People's Council requested Hoan Kiem District to investigate and review violations of the Land Law, on that basis, make specific calculations about locations and entertainment spaces... The viewpoint is to properly implement planning and exploit effectively, creating a miracle on the Red River.
