According to voters of Ha Giang province, the Ministry of Education and Training needs to soon research and develop a new circular to replace Circular 17 issued in 2012 in the direction of: Providing specific guidance on extra teaching and learning tasks, adding extra teaching to the list of conditional business lines.
"Issuing new regulations is necessary to make management more strict and transparent, and at the same time to ensure that management regulations on extra teaching and learning activities are consistent with practical requirements and current legal regulations," voters in this province emphasized.

Responding to the petition, the Minister of Education and Training emphasized that extra teaching and learning is a real need of students and parents to meet the desire to improve knowledge and develop personal talents.
"If implemented in accordance with the actual needs of students and parents, this is a way to mobilize family participation in education, contributing to improving the quality of education," the document stated.
In 2012, the then Minister of Education and Training signed and issued Circular No. 17 regulating extra teaching and learning. In 2016, the amended Investment Law removed extra teaching and learning activities from the list of conditional business lines and professions. This provision makes some of the licensing conditions for extra teaching and learning organizations in Circular 17 no longer appropriate.
Therefore, by 2019, the Ministry of Education and Training decided to announce the expiration of regulations related to the organization of extra teaching and learning outside of schools; requirements for extra teachers and organizers of extra teaching and learning; regulations on facilities for extra teaching and learning; regulations on records and procedures for granting licenses to organize extra teaching and learning...
The remaining provisions of Circular No. 17 are still in effect, especially the provisions on principles of extra teaching and learning, cases where extra teaching is not allowed, and the responsibilities of management levels and individuals regarding extra teaching and learning activities.
In fact, in recent times, many localities, based on the effective provisions of Circular 17, have issued documents to manage and direct effective extra teaching and learning activities in the locality, in accordance with the practical situation of the locality.
The Ministry of Education and Training is drafting a circular to replace Circular 17 and is seeking public comments. "The Ministry will continue to advise the Government to propose to the National Assembly to include tutoring and extra-curricular activities in the List of Conditional Business Lines," the Minister of Education and Training said.
