The National Assembly deputies of Hanoi City in Constituency No. 7 include: Deputy Head of the Hanoi National Assembly Delegation Pham Thi Thanh Mai; Director of Hanoi National University Le Quan; and full-time member of the National Assembly's Culture and Education Committee Tran Viet Anh.
At the conference, voters of Dan district proposed a number of contents related to the Law amending and supplementing a number of articles of the Law on Residence in 2020; the issuance and exchange of land use right certificates; projects that are slow to be implemented in the area; increasing the level of support and compensation for site clearance when the State reclaims agricultural land to implement projects...
Regarding the Law amending and supplementing a number of articles of the Law on Residence 2020, which took effect from July 1, 2021, voter Nguyen Duy Tho (village 3, Thuong Mo commune, Dan Phuong district) reflected that Thuong Mo commune consists of 8 villages, 4 rice-field villages, 4 coastal villages, with a concentrated population. People inherit land from their ancestors, including residential land and land whose origin is pond land.
Since ancient times, grandparents had many children, so they divided the land for their children to live in areas originating from pond land. However, according to the Law amending and supplementing a number of articles of the Law on Residence in 2020, when born, they must be legally registered in a place of residence, and land originating from pond land when building a house is considered illegal. Therefore, we propose that the Hanoi National Assembly Delegation consider and resolve the above problems.
Voter Phan Ke Binh (village 7, Thuong Mo commune) stated that in 1986 - 1989, in Thuong Mo commune in particular and in communes in Dan Phuong district in general, the Hanoi People's Committee authorized the Dan Phuong district People's Committee to issue land use right certificates (rural residential land) to the people.
However, when people apply for a new land use right certificate, the Hanoi Land Registration Office requests guidance on declaring a new issuance and states that the land use right certificate issued in 1986 - 1989 is only considered one of the types of documents on land use rights. Voters want to know if this is a land use right certificate? How is the issuance and renewal carried out? Please provide specific guidance.
Regarding the reality of slow-to-implement projects in the area, voters said that in Thuong Mo commune, there are 2 urban projects (Hong Thai urban area project with an area of 32.4 hectares and the Southern urban area from N2 road to Tan Hoi commune with an area of 46.9 hectares) that have been planned for land use in the period of 2010 - 2020, and transitioned to the planning period of 2021 - 2030, but have not yet been implemented. Voters asked National Assembly delegates, Hanoi People's Committee, departments, branches and sectors of the city to let them know whether the project is still being implemented or not?
Voter Dam Van Quy, An Son village, Thuong Mo commune, said that the current payment for land clearance support when reclaiming agricultural land at the current price of the State is still low, and requested to increase the support level. In addition, people hope that the State will have a policy to support the payment of 10% of the land after the land is reclaimed so that people can do services, develop the economy, etc.
Speaking at the conference, Deputy Head of the Hanoi National Assembly Delegation Pham Thi Thanh Mai sincerely thanked the enthusiastic and responsible contributions of voters of Dan Phuong district.
Providing voters with more information about the content of the 7th Session of the 15th National Assembly, Deputy Head of the City National Assembly Delegation Pham Thi Thanh Mai said that the session is scheduled to open on May 20 and close on June 28. The session will be held at the National Assembly House, in 2 phases; phase 1 from May 20 to the morning of June 8, 2024, phase 2 from June 17 to the morning of June 28, 2024.
At this session, the National Assembly is expected to consider and pass 10 draft laws and 3 resolutions; and give opinions on 11 draft laws. Among them are draft laws that are of interest to many voters, such as: Law on Social Insurance (amended); Law on Road Traffic Order and Safety; Road Law; Law on Capital City (amended); Law on National Defense Industry, Security and Industrial Mobilization; Law on Organization of People's Courts (amended)... The National Assembly will also consider and decide on socio-economic issues, the State budget, and supervise many other important issues.
Discussing and clarifying some issues of concern to voters, Deputy Head of the City National Assembly Delegation Pham Thi Thanh Mai affirmed that the opinions and recommendations of voters have been fully compiled by the Delegation and forwarded to competent authorities for consideration, resolution and response to voters in accordance with regulations.
