The current state of human resources in the real estate industry was an issue of concern at the Congress of the Vietnam Real Estate Training Association held in Ho Chi Minh City on August 12.

Mr. Le Nhat Thanh, Operations Director of An Gia Group, said that the real estate sector requires highly qualified human resources, but currently the market mainly operates in a... vocational training style.

Mr. Thanh informed that the current real estate human resources only meet 30-40% of the needs of enterprises. The staff work spontaneously, lack legal and social knowledge, and there are many cases of brokers exaggerating products, causing confusion.

Associate Professor Dr. Nguyen Thi Hoai Phuong, Principal of Ba Ria - Vung Tau University, said that the general perception of society about human resources in this field is business and real estate brokerage. Meanwhile, brokers only need a certificate to be able to practice. The certificate is granted easily, no need to study law, no need for a bachelor's degree.

Although according to regulations, this certificate has a time limit, in reality, according to Ms. Phuong, it is understood to be used permanently, without supervision or post-check to see how the certificate holder works.

As for university students, they are well-trained and get a degree, but that does not mean they have the right to practice their profession. That means that after graduating from university, they are not equal to someone who did not need to study and only spent a few months to practice to get a certificate to practice.

From that reality, Ms. Phuong frankly said: "So why do we have to study 3-4 years in university?"

It is from this paradox that Associate Professor, Dr. Nguyen Thi Hoai Phuong said that schools cannot enroll students.

"Or if they are recruited, when the land fever in that area breaks out, they will drop out of school and join the outside team. At that time, it only takes a few months for them to get a certificate to make a living," said the female principal.

Mr. Nguyen Duc Lap - Director of the Institute of Real Estate Research and Training raised the issue of legal regulations in the real estate business with almost no barriers to entry. Whenever land prices are hot, people will join the market. In the real estate process, brokerage services are only a very small niche but are most clearly present.

Mr. Lap informed that recent data shows that the market has 300,000 brokers but only 10% have certificates. The certificates are issued by the locality but can be practiced nationwide, so wherever it is easy, people go there to get the certificate.

According to Mr. Loc, the brokerage profession is alarming when brokers join freely without having to study; many organizations legalize it without any strict requirements, leading to a lack of transparency in the market.

Creating a "clean" human resource

Dr. Tran Dinh Ly - Vice Principal of Ho Chi Minh City University of Agriculture and Forestry informed that currently there are about 20 schools nationwide participating in real estate training. The human resource is lacking compared to the market's requirements, so we need to be careful when assessing weak human resources. Because in reality, the human resource participating in the market is mainly amateur, without training.

Serious study is still underestimated in the real estate industry, according to Mr. Nguyen Duc Lap, many people think that studying real estate is just theory, has no practical value.

From his professional experience, Mr. Lap affirmed that this is a misconception. When you have a solid theory and apply it to practice, all problems will become clear. In the training process, universities should also combine theory and practice to improve the quality of their staff.

Associate Professor, Dr. Luu Bich Ngoc - Chief of Office of the National Council for Education and Human Resources Development suggested that it is possible to build a map of human resources in this industry. It is especially important to pay attention to the top 10% of senior human resources who are managers and are in great shortage, while below are human resources working in technical activities, brokerage, and service. If well-trained, the shortage is not high.

Ms. Ngoc emphasized that creating human resources is a matter of career guidance after secondary school. The pressure is currently on teachers’ shoulders while that work cannot cover everything and cannot fully inspire, arouse the students’ inclinations and passions.

Ms. Ngoc suggested that career guidance activities should come from businesses and organizations with experience and sharing to help students see clearly the reality of the profession so that they can learn and seriously commit.

Associate Professor, Dr. Luu Bich Ngoc also suggested that it is necessary to develop a set of output criteria for students in terms of capacity and ethics to ensure a truly qualified and professional human resource.
