Regarding the information that Dai Dung Nghi Son Mechanical Engineering Joint Stock Company arbitrarily destroyed the main canal of Que Son reservoir while constructing the Nghi Son High-tech Mechanical Factory Project, which some press agencies have published in recent days, Thanh Hoa Newspaper reporters have conducted a field survey and worked with many related parties to fully investigate and report the incident.
Enterprises comply with the correct procedures for investment and construction.
The Nghi Son High-Tech Mechanical Factory Project was approved for investment by the Provincial People's Committee on June 27, 2023, with the goal of manufacturing metal components, mechanical processing and installing industrial machinery and equipment for projects and works in Vietnam and aiming for export. The project scale uses about more than 10 hectares, with a capacity of 50,000 tons of products/year. The factory construction site is in Mai Lam ward (Nghi Son town).
Nghi Son High-Tech Mechanical Factory project is concentrating machinery and human resources for construction, striving to complete in the first quarter of 2025.
After the investment policy was approved, the enterprise coordinated with the provincial agencies, departments and branches to fully implement the relevant legal procedures to implement the project and put it into operation on schedule. Typically, the enterprise was notified of the results of the appraisal of the Feasibility Study Report in Document No. 497/BQLKKTNS&KCN-QLXD dated April 23 of the Management Board of the Economic Zones and Industrial Parks; and was granted Certificate No. 216/TD-PCCC dated April 4, 2024 by the Fire Prevention and Fighting Police Department - Thanh Hoa Provincial Police to approve the design and fire prevention and fighting.
On May 4, 2024, the enterprise was granted a factory construction license by the Management Board of Nghi Son Economic Zone (KKTNS) and Industrial Parks (IPs).
Mr. Vo Nguyen Giap, General Director of Dai Dung Nghi Son Mechanical Engineering Joint Stock Company, said: “Although we are very eager to organize the groundbreaking ceremony because the handover of the cleared site is 4 months behind schedule (December 31, 2023). However, the current status of the site when the land was allocated and the construction permit was granted, people were about to harvest rice, so we waited another 10 days for people to finish harvesting the crop before organizing the construction.”
The ditch was dug and watered with support from Dai Dung Nghi Son Mechanical Engineering Joint Stock Company, ensuring farmers can sow and plant crops on time.
It is known that the agricultural land area currently assigned to Dai Dung Nghi Son Mechanical Engineering Joint Stock Company to implement the project as well as the area within the irrigation scope of the irrigation line reflected in the area of the fraud, was previously recovered by Cong Thanh Fertilizer Factory according to Decision No. 1749/QD-UBND dated June 11, 2009 of the Provincial People's Committee and paid compensation; however, because the project has not been implemented as planned, farmers still use it for cultivation.
The old "main canal" is degraded, there is no "owner" when taking inventory, and the compensation plan for land acquisition and clearance is made public.
The main canal of Que Son Lake, Mai Lam Ward (Nghi Son Town) was invested in construction in 2001, with the task of irrigating 95 hectares of agricultural land. The canal is 1,277 m long, with a solid concrete structure and brick walls. The canal section through the project from K1+013 to K1+120.6 is over 107 m long, currently irrigating 14 hectares of agricultural land of the residential groups: Hai Lam, Huu Nhan, Huu Tai, Huu Lai in Mai Lam Ward.

Although it is called the "main canal", however, the on-site survey (right at the section adjacent to the existing project area) and the documentary images before the conversion; as well as according to the working minutes on June 17 of the relevant parties (Management Board of the Economic Zone and Industrial Parks, Department of Agriculture and Rural Development, Nghi Son Town People's Committee, Song Chu One Member Co., Ltd., Mai Lam Ward People's Committee and Dai Dung Nghi Son Mechanical Engineering Joint Stock Company) after going to the field to inspect and rectify the management of activities within the scope of protection of irrigation works after the press's reflection, the "main canal" of Que Son reservoir, the section through the project is only 30x40 cm in size. Many sections have degraded and are covered by trees.
The current state of Que Son canal section through the project site before receiving support from Dai Dung Nghi Son Mechanical Engineering Joint Stock Company for renovation is small in size, has not been maintained for a long time, and is covered by trees.
Comrade Trinh Trong Trinh, Vice Chairman of Mai Lam Ward People's Committee, said: "For many years, this irrigation canal has been ineffective due to its degradation and lack of maintenance. Therefore, the agricultural land area in the irrigation design area can mostly only produce one crop due to dependence on nature or farmers' initiative to pump irrigation."
According to the leaders of Nghi Son town, when carrying out the procedures for inventorying and compensating for land acquisition and resettlement of this project, the Nghi Son Town Compensation and Resettlement Support Board has inventoried the existence of the canal section passing through the project site. The Compensation and Resettlement Council has fully implemented the procedures, publicized and posted the compensation and land acquisition plan according to the provisions of law, but no organization or individual has provided information about the ownership of this canal. Therefore, the Nghi Son Town Compensation and Resettlement Support Board has issued a decision to reclaim the land; at the same time, it is carrying out the procedures and processes for compensating this property to the local government, the People's Committee of Mai Lam Ward.
There is no such thing as "arbitrarily destroying irrigation canals", affecting irrigation water.
On the afternoon of June 19, at the site of the canal section through the project, Dai Dung Mechanical Engineering Joint Stock Company completed the conversion of the canal section from K1+013 to K1+120.6 with dimensions of 40X40 cm, concrete bottom structure and brick walls, and opened the channel to the rice fields for people to sow the crop.

The General Director of Dai Dung Mechanical Engineering Joint Stock Company said: “When we were handed over the clean land and granted a construction permit, we also discovered that the canal existed within the land that had been cleared and transferred to the company. Although the area within the irrigation area of the canal had been inventoried, cleared and compensated for the Cong Thanh Fertilizer Plant project. However, because the project had not been implemented and grasping the wishes of the people to continue to use it for production, the company proactively worked with the ward People's Committee and residential groups on a plan to ensure irrigation water for the people to sow the crop in time, while ensuring the progress of the project according to the approved plan".
Accordingly, excerpting the minutes of the meeting between Mai Lam Ward People's Committee and Dai Dung Mechanical Engineering Joint Stock Company on May 20 regarding ensuring flood prevention and irrigation in the construction area of Nghi Son High-Tech Mechanical Factory, in the face of the risk of affecting the production of 14 hectares of agricultural land to the east of the project, the parties agreed "to let the company arrange a return ditch system at the end of the factory after the people harvest the crop, ensuring technical design requirements and completing before the next crop to serve irrigation in the project land area adjacent to the company's southern wall".
After reaching an agreement with the local authorities, after farmers harvested the winter-spring rice crop, within just 10 days, from June 5 to June 15, Dai Dung Mechanical Engineering Joint Stock Company mobilized staff and workers to immediately carry out the canal renovation, while proactively straightening the canal to ensure technical and aesthetic standards. Since June 15, the canal section through the project has been completed, providing timely water for farmers to cultivate the winter-spring crop.
The newly completed canal ensures better water supply to the fields.
The Vice Chairman of Mai Lam Ward People's Committee added: "Currently, the new canal has been completed since June 15, ensuring quality and timely irrigation water for farmers to plant crops. During the canal renovation, households who need to get irrigation water earlier have had Dai Dung High-Tech Mechanical Joint Stock Company temporarily dig earthen ditches and mobilize pumps for irrigation."

According to the Management Board of Nghi Son Economic Zone and Industrial Parks, during the project implementation, Dai Dung Nghi Son Mechanical Engineering Joint Stock Company is a professional investor, always complying with the provisions of the law. The company has implemented construction in accordance with construction permit No. 1287/GPXD issued by the Board on May 4, 2024. During the implementation process, the company has proactively proposed a solution to build a temporary canal to ensure irrigation for local people in the area, without affecting the farming activities of people in the surrounding area.
Ms. Nguyen Thi Nien, Huu Tai residential group said: “My family has 4 sao of rice in this field. The newly built canal provides better water supply, helping us to sow and plant crops on time.”
Mr. Trinh Van Cap, head of Huu Tai residential group, added: “This canal supplies water to Dong Truoc, Dong Lo and Bo Duc routes of 4 residential groups. Before implementation, the company informed and held meetings with the residential groups to ensure a plan to support water pumping and build a new temporary canal so that people can sow crops in time.”
Need to correct information to avoid affecting business reputation
Previously, according to the reflection of Song Chu One Member Co., Ltd. in Document No. 42/CNCNNS-KT dated May 21, 2024 on protecting the irrigation works of Que Son Lake's main canal and carrying out the inventory of land acquisition and clearance (Document 42), "while performing their duties, workers of Nghi Son Water Supply Branch discovered that Dai Dung Mechanical Engineering Joint Stock Company was using an excavator to dig into the vicinity of Que Son Canal. The Dong Chua Management Team - Nghi Son Water Supply Branch and Mai Lam Ward People's Committee made a record and requested the company to stop construction. On May 21, the company continued to use an excavator to destroy property. The management unit requested to stop to report on the construction, but the company continued to deliberately destroy property."
The canal connecting to the canal section through the Nghi Son High-Tech Mechanical Factory project has just been cleared.
Also according to the minutes of the meeting on June 17, the Management Board of the Economic Zone and Industrial Parks commented: "The fact that Song Chu One Member Co., Ltd. - Nghi Son Water Supply Branch" issued document No. 42 stating that "Dai Dung Company used excavators to destroy Que Son Canal's assets", "requesting Dai Dung Company to immediately stop destroying assets and structures of Que Son Canal's irrigation works..." has affected the investment environment in the Economic Zone in particular and the province in general, as well as the reputation of the enterprise. The Management Board of the Economic Zone and Industrial Parks has requested the Department of Agriculture and Rural Development to direct Song Chu One Member Co., Ltd. to verify and clarify the inconsistent content that the unit has provided to the press so as not to affect the operation and reputation of the enterprise.
According to the representative of the Nghi Son Town People's Committee, the main canal of Que Son Lake has a section passing through 3 projects of investors in the area; when compensating for land acquisition and compensation, no relocation or compensation was carried out. Therefore, during the construction of the fence to the west (section adjacent to the ditch), a canal landslide occurred. Dai Dung Nghi Son Mechanical Engineering Joint Stock Company did not intentionally demolish the irrigation canal section passing through the project site and had previously proactively worked with Mai Lam Ward to come up with a plan to return and support irrigation. Nghi Son Town People's Committee also requested Song Chu One Member Co., Ltd. to learn from experience in coordinating to handle related work; at the same time, issue a document correcting the content in Document No. 42.
It is known that after receiving feedback on the related contents in document 42, the Nghi Son Town Land Acquisition and Site Clearance Board requested Song Chu One Member Co., Ltd. to provide relevant documents and prepare additional compensation records for this canal section with a length of 107.3 m. It was not until June 5 that Song Chu One Member Co., Ltd. provided records related to the canal section. The Nghi Son Town Land Acquisition and Site Clearance Board has implemented compensation pricing and implemented the process to approve the plan in June 2024.
The field survey team including: Management Board of Nghi Son Economic Zone and Industrial Parks, Department of Agriculture and Rural Development, Nghi Son Town People's Committee, Song Chu One Member Co., Ltd., Mai Lam Ward People's Committee and Dai Dung Nghi Son Mechanical Engineering Joint Stock Company on June 17 confirmed that Dai Dung Nghi Son Mechanical Engineering Joint Stock Company has completed the canal, ensuring irrigation water for 14 hectares of agricultural land.
Also according to information from the Department of Agriculture and Rural Development, after a field survey with related units on June 18 to report to the Chairman of the Provincial People's Committee to verify the information reported by the press, by June 15, Dai Dung Nghi Son Mechanical Joint Stock Company had temporarily returned the canal section K1-013 to K1-120.6 with dimensions of 40x40 cm, concrete bottom structure, brick walls to ensure sufficient irrigation water for about 14 hectares of cultivated land in Mai Lam ward (during the process of dismantling and renovating the canal, the company proactively pumped and supplied irrigation water to serve farmers' production when needed).
