Speaking at the conclusion of the awarding of titles, Minister Nguyen Van Hung, Chairman of the 10th State Council for Awarding the Titles of People's Artist and Meritorious Artist, expressed his honor to welcome the President and leaders of the Party, State, ministries and branches to attend, demonstrating the deep concern of the Party and State for the cause of cultural development of the country - one of the three fronts that beloved President Ho Chi Minh paid great attention to during his lifetime.
The Minister said that after nearly 40 years of implementing the renovation cause initiated and led by our Party, our country has achieved many important achievements in politics, economy, society and national defense and security. In the field of Culture, from the affirmation of beloved Uncle Ho: "Culture guides the nation", and the light and timeless values of the "Outline on Vietnamese Culture 1943", to the Resolution of the 5th Central Committee, Session VIII, on building and developing an advanced Vietnamese culture imbued with national identity, to the Resolution of the 9th Central Committee, Session XI, on building and developing Vietnamese culture and people to meet the requirements of sustainable national development. The Resolution of the 13th National Party Congress identified cultural development as a resource and driving force for national development and national defense; the people are the subject of cultural creation, and the team of artists plays an important role.
Minister Nguyen Van Hung: With the spirit of impartiality, objectivity and high responsibility of the Council at all levels, the work of considering and awarding the titles of People's Artist and Meritorious Artist for the 10th time has completed the set goals and requirements.
Implementing the Party and State's policy of awarding the noble titles of People's Artist and Meritorious Artist to individuals working in the field of culture and arts to honor talented artists who have made great contributions to the revolutionary cause and the socio-economic development of the country; since the first round held in 1984, exactly 40 years ago, after 9 times of organization, 452 artists have been awarded the title of People's Artist, 2,621 artists have been awarded the title of Meritorious Artist, actively contributing to the cause of cultural development, building an advanced culture imbued with national identity.
With that important meaning, the work of considering and awarding the titles of People's Artist and Meritorious Artist for the 10th time has received great attention and close direction from the President and Prime Minister.
The Minister affirmed that, being deeply aware of his responsibility, the Ministry of Culture, Sports and Tourism has always strictly implemented the provisions of the Law on Emulation and Commendation, and coordinated with relevant departments, ministries and branches to review and propose competent authorities to amend and supplement regulations on emulation and commendation in the direction of administrative reform, ensuring the most favorable conditions for individuals in the process of considering and awarding the titles of People's Artist and Meritorious Artist.

Accordingly, the work of considering and awarding the titles of People's Artist and Meritorious Artist is carried out in accordance with the procedures and documents prescribed in Decree No. 89/2014/ND-CP dated September 29, 2014 and Decree No. 40/2021/ND-CP dated March 30, 2021 of the Government. The dossiers requesting the award of the titles of People's Artist and Meritorious Artist are carried out through 3 Council levels: Grassroots Council; Ministry/Provincial Council and State Council. The higher-level Council only considers the dossiers submitted by the lower-level Council.
According to the Minister, compared to previous awards, the 10th awarding of the People's Artist and Meritorious Artist titles has many new points. Decree No. 40/2021/ND-CP dated March 30, 2021 of the Government has created more favorable conditions for artists: (1) More specific regulations on award criteria in the title; (2) More specific regulations on how to calculate and convert awards; (3) Additional consideration and awarding of titles to subjects: Having outstanding contributions, having excellent artistic talent, discussed and evaluated by Councils at all levels as special cases submitted to the Prime Minister for consideration and decision; (4) Regulations on how to calculate the time of professional artistic activities of individuals towards artists working in freelance arts; (5) Regulations on the percentage of votes...
In this awarding round, the State Council received 139 applications for the title of People's Artist and 348 applications for the title of Meritorious Artist.
Minister awards titles to meritorious artists
Pursuant to the provisions of law, the Council met and voted; accordingly, there were 136 dossiers proposing the title of People's Artist and 347 dossiers proposing the title of "Meritorious Artist" that were eligible to be reported to the Prime Minister for consideration and submission to the President for the 10th time to confer the title of "People's Artist" and "Meritorious Artist".
During the process of organizing the meeting of the State-level specialized council, the State-level council and the Ministry of Culture, Sports and Tourism did not receive any petitions or complaints regarding the awarding process and procedures, only a number of petitions and recommendations related to the dossiers. The Ministry of Culture, Sports and Tourism has implemented the review of petitions and recommendations in accordance with regulations: checking the dossiers of individuals requesting the awarding of the title; requesting the ministerial/provincial councils and the State-level specialized councils to report, explain and respond to individuals with petitions and recommendations in accordance with current regulations.
