NDO - The Department of Medical Examination and Treatment Management (Ministry of Health) has just summarized 9 years of implementing Circular No. 43/2015/TT-BYT of the Ministry of Health regulating the tasks and forms of organization of social work tasks of hospitals.
On November 22, in Hanoi, the Department of Medical Examination and Treatment Management (Ministry of Health) held a conference to summarize 9 years of implementing Circular No. 43/2015/TT-BYT dated November 26, 2015 of the Ministry of Health regulating the tasks and forms of organization of social work tasks of hospitals; giving comments on the draft Circular amending Circular No. 43/2015/TT-BYT, northern region.
Attending the conference were Deputy Minister of Health Tran Van Thuan; representatives of Departments and Bureaus under the Ministry of Health; leaders of Health Departments of provinces and cities, central and local hospitals in the northern region.
Speaking at the conference, Deputy Minister Tran Van Thuan said that since its issuance on November 26, 2015, Circular No. 43 has laid the foundation for the establishment and development of the social work sector in hospitals. This is a task of profound humanitarian significance, contributing to the building of a patient-centered health care system, supporting patients and their families to overcome difficulties, and at the same time improving the efficiency of hospital operations.

Immediately after the Circular was issued, all central hospitals and most provincial and municipal general hospitals established Social Work Departments or Social Work Teams, gradually professionalizing the staff doing this work. Many new models and good practices have been effectively implemented; hundreds of thousands of patients in difficult circumstances have been supported in many different ways.
It can be affirmed that social work in hospitals has contributed to changing the awareness of medical staff and the community, helping people better understand the important role of companionship and sharing in health care; is a step forward to help medical examination and treatment facilities further improve their service to patients, contributing to providing better access to medical services for patients.
Deputy Minister Tran Van Thuan commented that, in addition to the achieved results, the implementation of Circular 43 still has some limitations such as: The organizational model is not yet synchronous, many units have not yet established a specialized department for social work due to lack of human resources and resources; the staff doing social work is still limited in both quantity and quality, especially the lack of standards and human resource norms, the staff have not been properly trained or are mainly staff from other majors performing concurrently; the application of information technology in the management and implementation of social work activities is still limited in the context of digital transformation in all aspects of social life.
Sharing the results after nine years of implementing Circular No. 43/2015/TT-BYT, Director of the Department of Medical Examination and Treatment Management Ha Anh Duc said that the survey results of 640 hospitals, including 30 central hospitals, 259 provincial and municipal hospitals and 351 district hospitals nationwide showed that: The social work team at these hospitals supported over 916 million times of guidance, information provision, and introduction of medical examination and treatment services; supported and advised over 2.6 million patients on their rights, legal interests and obligations in medical examination and treatment; supported and advised patients on social programs and policies on health insurance and social subsidies in medical examination and treatment for over 9.4 million patients.

In addition, this team has organized nearly 150,000 dissemination sessions on legal policies related to medical examination and treatment; organized nearly 120,000 communications sessions; supported meals for nearly 8.6 million patients and supported medical examination and treatment costs for nearly 860,000 patients.
According to Director of the Department of Medical Examination and Treatment Management Ha Anh Duc, in addition to the achieved results, the implementation of Circular 43 still has some limitations, such as the organizational model is not yet synchronous, many units have not yet established a specialized department for social work due to lack of human resources and resources; the team of social workers is still limited in both quantity and quality as this is a new training sector, standards and human resource norms have not been established, the staff have not been properly trained or are mainly staff from other specialized fields performing concurrently.
To help social work activities in medical examination and treatment facilities comply with current regulations, continue to maintain the achieved results and develop more professionally according to international trends, the Ministry of Health has assigned the Department of Medical Examination and Treatment Management to preside over and coordinate with relevant units to amend and supplement Circular 43 and has asked for opinions from medical units in the industry.

In the draft of the new Circular guiding the profession of social work in hospitals, the Ministry of Health proposed that in addition to the tasks previously performed according to the provisions of Circular 43, the hospital social work team undertakes additional tasks such as: Consulting, psychosocial therapy; managing inpatients with serious illnesses; coordinating interdisciplinary efforts to solve complex psychosocial problems and connecting and referring cases beyond professional capacity.
In the draft, the Ministry of Health proposed funding for implementing social work services in medical examination and treatment facilities from the state budget; medical examination and treatment facility funding; funding and aid from organizations and individuals and other legal funding sources organized, operated and managed in accordance with the provisions of law.
At the conference, delegates contributed their opinions on the main contents such as: encouraging medical examination and treatment facilities to arrange human resources to implement specialized social work services for patients, especially medical examination and treatment facilities that care for and treat patients with serious illnesses; arranging the number of human resources to perform social work services according to the Job Position Project of medical examination and treatment facilities; training and fostering knowledge and skills in social work and basic medical knowledge.
