After more than 3 years of implementing the construction of a new rural district, Ham Yen has created a new vitality for this land, the appearance of the countryside has changed significantly. Up to now, the district has 8 communes meeting the new rural standards, 6 communes are completing criteria and preparing documents for recognition of meeting the new rural standards, 1 commune meeting the advanced new rural standards, 3 villages have been recognized as model rural residential areas. This is considered an effort to create a bright spot in the general picture of Ham Yen district.
Comrade Nguyen Duy Hoa, Standing Deputy Secretary of the District Party Committee, Chairman of the People's Council of Ham Yen district, shared that from the beginning of the year, the Standing Committee of the District Party Committee agreed on the idea of being determined to reach the new rural destination by 2025. From that agreement, the Standing Committee of the District Party Committee organized dissemination, propaganda, and clarification in the District Party Committee Executive Committee and the entire Party Committee; mobilized the entire political system to participate. In the process of implementing the new rural construction in the district, there were still many difficulties, the commune cadres promptly went to the grassroots to hold meetings, discuss, and directly meet each person to explain and "clear" the ideology.
Leaders, cadres, lecturers and students of the Provincial Political School exchanged experiences in improving propaganda and education of revolutionary traditions for the younger generation.
At the Yen Son District Party Committee, there are also experiences and unique ways to build trust among cadres, party members and people. Comrade Nguyen Manh Thuan, Head of the Propaganda Department of the Yen Son District Party Committee, said that first of all, the cadres and party members, especially the leaders of the Party Committees, must always be exemplary, work selflessly and transparently; always put the interests of the collective and the interests of the people above all else.
For example, in Thai Binh commune (Yen Son), in 2023, the commune will implement a pilot project to develop climate change-adaptive livelihoods for rural women in the mountainous areas of Northern Vietnam. In order to select the right beneficiaries of the project, ensure fairness and have high consensus among the people, the Party Committee has assigned comrades in the Party Committee and civil servants in charge of the village to guide and coordinate with the Party cell secretary and village head to review and grasp the feasibility of each household to select and implement the project.
Comrade Pham Thi Lan Anh, Standing Deputy Secretary of the Party Committee of Thai Binh commune, said that with this approach, the selection of households to implement the project had high consensus in the village Party cell and the people, thereby creating trust and motivation in the hearts of the people.
Requirement "go first - come back later"
Ideological work is an important part of Party building work and is the foremost factor ensuring the successful implementation of revolutionary tasks.
Implementing the Resolution of the 17th Provincial Party Congress, term 2020 - 2025, every year the Provincial Party Standing Committee issues a plan to train and foster political theory for party members, train reserve cadres for leadership and management of the province, continue to direct the implementation of training and updating knowledge for cadres and party members... Party committees under the Provincial Party Committee develop plans to train and foster political theory for party members, annually approve training and fostering plans on Marxism-Leninism, Ho Chi Minh thought, update new knowledge for grassroots cadres and party members...
The forms of implementing directives and resolutions are flexible and creative, combining both online and in-person conferences, combining learning and research exchange, helping to save time and travel costs, and the target audience is wider. At the same time, the conference is deployed to many levels and many subjects, the grassroots level directly receives lectures from Party and State leaders, provincial leaders, central reporters, and provincial reporters.
At the Tuyen Quang City Party Committee, the work of political and ideological education in the entire Party Committee has been gradually innovated. Comrade Nguyen Manh Hung, Head of the City Party Committee's Propaganda Department, shared that the work of researching, disseminating and organizing the implementation of the Party's Resolutions and Directives in the area has been seriously and promptly implemented. The research, study, dissemination and implementation of the Party's Resolutions have had many innovations, creating unity in perception and action in the entire Party Committee, promptly putting the Resolution into practice; the quality of learning and dissemination has been improved. At the same time, the research and dissemination have been synchronously implemented with the development of programs and plans to implement the Resolutions in accordance with the conditions of each locality, agency and unit.
Comrade Nguyen Viet Anh, Standing Deputy Secretary of the Party Committee of Trang Da Commune (Tuyen Quang City) said: The content of propaganda and political and ideological education work is selected by the Party Committee to be appropriate and concise so that cadres and party members can easily remember and understand. Thereby, helping cadres, party members and the masses to have a deeper understanding of the Party's viewpoints, policies and resolutions, improve political capacity, arouse patriotism, compete in production and labor, and successfully complete assigned tasks.
Recently, Ham Yen District Party Committee, directly the District Party Committee's Propaganda Department, has been concerned with innovating the propaganda content on the district's internal newsletter in a focused, specific, and practical direction.
Comrade Nguyen Van Uoc, Head of the Propaganda Department of Ham Yen District Party Committee, shared that the internal newsletter focuses on the main content of the Party Committee's key tasks each month, including Party work and leadership in implementing political tasks according to time and season; good people, good deeds; good experiences, there is also a section to orient public opinion related to current issues in the world, in the country, in the province, which through grasping public opinion among the people still have many concerns, conflicting thoughts... In particular, the internal newsletter also publicly discloses the list of Party members in the entire Party Committee who have been warned and disciplined each quarter. From there, it creates a deterrent for cadres and Party members, and guides ideological work well.
Comrade Pham Gia Thinh, Secretary of Ninh Tuyen Village Party Cell, Thai Hoa Commune Party Committee (Ham Yen) shared that since the District Party Committee's Internal Newsletter was renewed, the Party Cell's direction has become clearer and more specific. The content of Party Cell activities is of high quality, informing many issues to Party members; this is truly a "handbook", an important document for Party Cells today. For example, from the difficulties in site clearance for the Tuyen Quang - Ha Giang Expressway, through the internal newsletter, the district has had an article analyzing and clarifying many issues, contributing to good orientation of ideological work. From there, cadres, Party members, and people agreed to contribute to the rapid site clearance, keeping up with the Project's progress.
Deeply imbued with President Ho Chi Minh's teaching: "Ideological leadership is the most important", ideological work in the province is identified as a "first and foremost" task, contributing to promptly and effectively resolving pressing social issues, strengthening the trust of all classes of people.
