In 2023, the world situation continues to evolve rapidly, complicatedly, and unpredictably; hostile and reactionary forces are stepping up the implementation of the "peaceful evolution" strategy, inciting and distorting sabotage against the Party and the State, causing division in the great national unity bloc. In that general context, with the attention and close direction of the Politburo and the Secretariat; the active coordination and implementation of tasks by central and local ministries, branches, and sectors; and the efforts of the entire force, foreign information work, propaganda on seas, islands, demarcation, marker planting, and land border management have achieved many positive results, fulfilling the set goals and requirements, effectively contributing to the overall socio-economic development achievements of the whole country in 2023 and the first half of the term of implementing the Resolution of the 13th National Party Congress.
During the year, the key contents were persistently disseminated, fully and comprehensively informing about the country's important political and foreign affairs events, especially the visits and phone calls of key leaders of the Party and State, thereby continuously enhancing Vietnam's prestige and international position through bilateral and multilateral foreign affairs activities. Along with that, information and effective response to arising incidents related to the situation of the sea, islands, and borders, especially propaganda against IUU fishing, urging the EC to remove the "yellow card" for Vietnamese seafood...

At the conference, delegates discussed, exchanged and shared issues of concern in foreign information work; propaganda about seas and islands; demarcation, marker planting and management of land borders; and at the same time oriented solutions in the coming time.
On behalf of the Party and State leaders, speaking at the conference, comrade Nguyen Trong Nghia, Secretary of the Party Central Committee, Head of the Central Propaganda Department, Head of the Steering Committee for External Information Work, highly appreciated the results of external information work, propaganda on seas, islands and borders in 2023 as well as half of the term of implementing the Resolution of the 13th National Party Congress; commended the entire force for being proactive, creative, and making efforts to overcome both subjective and objective difficulties to successfully complete the task.

From the results achieved in the past year and in the first half of the term of implementing the Resolution of the 13th National Party Congress, the Head of the Central Propaganda Department, Head of the Steering Committee for External Information Work pointed out some experiences that need to be drawn, which are to ensure unified and consistent leadership and direction from the Central to the local level, from the provincial to the district and commune levels; and the synchronous and timely implementation of the entire force. It is necessary to unite, be unanimous from top to bottom; closely coordinate, smoothly and smoothly in implementing tasks. Mobilize the participation of the entire political system and the whole society, in which, affirm the important and pioneering role of the press and media force, especially the key external press agencies. Promote the role and responsibility of the Propaganda Department of the Provincial Party Committee, the City Party Committee, the Steering Committees on external information, borders, seas and islands from the Central to the local level.
The Head of the Central Propaganda Department and Head of the Steering Committee for External Information Work emphasized that 2024 will still face many difficulties and challenges. Hostile and reactionary forces will continue to intensify their sabotage with increasingly sophisticated and complicated tricks; international information and public opinion will still be negative about Vietnam in some places and at some times.
Regarding the direction and tasks of work in 2024, he suggested that it is necessary to spread and take advantage of the important foreign affairs results that have been achieved, turning foreign affairs results into socio-economic development results; protecting independence, sovereignty, and territorial integrity; building a peaceful, friendly, stable, and cooperative border area; building a peaceful, safe, and stable East Sea. Quickly put the guiding viewpoints, tasks, and solutions of Conclusion No. 57 of the Politburo on continuing to improve the quality and effectiveness of foreign information work in the new situation into practice in implementing tasks; maximizing the spirit of initiative, creativity, and flexibility in implementation methods to achieve the highest efficiency.
