Transformation from ethnic work
Bac Kan is a mountainous province in the North, with a natural area of 4,859.4 km2; population of about 326,000 people, of which ethnic minorities account for more than 88%, including the following ethnic groups: Tay, Nung; Mong, Dao, San Chay; Hoa; Kinh.

The whole Bac Kan province has 7 districts and 1 city with 108 communes, wards, towns and 1,292 villages and residential groups; 100% of the communes, wards and towns are in ethnic minority and mountainous areas, of which 66 communes are in area III, 02 communes are in area II, 40 communes are in area I and 648 villages are in particular difficulty.
In recent years, with the attention of the Party and State, ethnic work in Bac Kan has created many changes based on policies for ethnic minorities and mountainous areas, especially difficult areas such as: National Target Program (NTP) for sustainable poverty reduction - Program 135; National Target Program for new rural construction; National Target Program for socio-economic development of ethnic minorities and mountainous areas (DTTS&MN)...

Ms. Trieu Thi Thu Phuong, Head of the Ethnic Minorities Committee of Bac Kan province, said that through investment in programs and projects to build infrastructure, support production development and directly support policies for people, it has contributed to changing the face of rural areas in especially difficult communes and villages, ethnic minority and mountainous areas in Bac Kan.
"Infrastructure such as rural traffic systems, irrigation works, domestic water, schools, medical stations, cultural houses, etc. have been invested in, newly built and renovated, and gradually improved; the fields of health, education, and socio-culture have many positive changes; social security has been ensured, the material and spiritual life of the people, especially ethnic minority areas, has been gradually improved, contributing significantly to the results of poverty reduction work.
In the period of 2019 - 2024, despite many difficulties due to natural disasters and epidemics, Bac Kan province has mobilized all resources, focused on solutions for socio-economic development, and improved people's lives. Therefore, the province's economy still grows steadily, people's income is increasingly improved," Ms. Phuong emphasized.

The Head of the Ethnic Minorities Committee of Bac Kan province stated that thanks to the good implementation of ethnic affairs, the average growth in the period of 2019-2024 of Bac Kan province reached 5.5%, of which the agriculture, forestry and fishery sector reached 3.9%; the industry and construction sector reached 7.6%; the service sector reached 5.8%. The average GRDP per capita by the end of 2023 reached 50.3 million VND (an increase of 16 million compared to 2019).
The economic structure has shifted towards increasing the proportion of the industrial and service sectors and gradually reducing the proportion of the agricultural, forestry and fishery sectors; the service sector still accounts for a large proportion and contributes the most to the overall growth value of the province.

Ms. Phuong added that by the end of 2023, the agriculture, forestry and fishery sector will account for 27%; the industry - construction sector will account for 18%; the service sector will account for 53%. The budget revenue results during the period were quite good and exceeded the annual estimate, ensuring that according to the set roadmap, in 2023, the revenue will reach 928 billion VND, exceeding 12% (an increase of 230 billion VND compared to 2020).
In the period of 2019 - 2024, the Party Committee and authorities at all levels of Bac Kan province have focused on directing the implementation of ethnic work, National Target Programs, and ethnic policies in all areas of social life such as: education and training, health and people's health care, culture, sports, tourism, agriculture and rural development, poverty reduction, infrastructure construction, new rural construction...
The foundation for success
To achieve the above results, first of all, thanks to the implementation of the Resolution of the 3rd Congress of Ethnic Minorities of Bac Kan Province in 2019. After 5 years of implementing the Resolution, the situation of ethnic minorities and mountainous areas in Bac Kan province has had many positive changes, people's lives have been improved.

Average income per capita increased by 16 million VND/person/year compared to 2019, the poverty rate of ethnic minorities decreased by over 3.48%/year, reaching and exceeding the set plan. The goals set at the 3rd Congress of Ethnic Minorities of Bac Kan province were basically completed.
Ethnic work and ethnic policies have been deployed and implemented by Party committees and authorities from the provincial to grassroots levels. Local ethnic work agencies have been gradually consolidated and improved. Ethnic programs and policies, focusing on the 3 National Target Programs for the 2021-2025 period, have been seriously implemented. Investment resources supported by ethnic programs and policies have made an important contribution to changing the face of rural mountainous areas.

The application of scientific and technological advances in agricultural and forestry production has been promoted, and effective economic development models have been replicated. Information technology infrastructure and digital transformation continue to receive attention, creating conditions for ethnic minorities and mountainous areas to quickly access information and improve their quality of life.

Many important results have been achieved in the cultural and social fields. The work of building the Party and the political system continues to be focused on; the political system from the province to the grassroots, especially in ethnic and mountainous areas, is firmly consolidated; the work of training and fostering to improve the professional and political qualifications of ethnic minority cadres has been implemented with attention by the Party Committee and the government. National defense and security have been strengthened, and social order and safety have been maintained.
Speaking with Dan Viet reporter , Ms. Phuong Thi Thanh, Standing Deputy Secretary of Bac Kan Provincial Party Committee, said that ethnic work and implementation of ethnic policies play a particularly important role in the construction and development of Bac Kan province.
Ms. Thanh stated that ethnic work and ethnic policy implementation are important, urgent, long-term issues and are the responsibility of Party committees, authorities and the entire political system. Party committees have focused on directing the implementation of the Party's guidelines, State policies and laws related to ethnic work, especially the National Target Program on Socio-Economic Development of Ethnic Minority and Mountainous Areas. Thereby, creating a strong change in the awareness and responsibility of the entire political system towards ethnic work and ethnic policies.

Through the implementation of programs, projects and ethnic policies, the province has contributed to promoting the socio-economic development of the province quite comprehensively. Policies on culture, education, health, poverty reduction, and social security have been increasingly focused on and implemented, thereby improving people's lives. The great national unity bloc has been strengthened, and the ethnic people in the province believe in the leadership of the Party and the State.

"The Standing Committee of the Bac Kan Provincial Party Committee issued Directive No. 06-CT/TU dated March 29, 2021 on strengthening the Party's leadership over ethnic work in the new situation to focus on directing and implementing synchronously and unifying the will and action throughout the Party.
Localities and units strengthen the leadership, direction, management and responsibility of Party committees and authorities at all levels in ethnic affairs and implementation of ethnic policies. Effectively and promptly implement ethnic policies in the area; focus on implementing national target programs, transforming production forms, enhancing the application of science and technology in production; invest in completing infrastructure, especially transportation, electricity, irrigation, etc.
Along with that, promptly improve the capacity and efficiency of agencies and staff working on ethnic affairs; pay attention to planning, training, using staff, and developing party members who are ethnic minorities," the Standing Deputy Secretary of the Bac Kan Provincial Party Committee added.
