Also attending were leaders and former leaders of Nho Quan district; veteran revolutionaries, heroic Vietnamese mothers; leaders of districts and cities in the province.
At the ceremony, the leaders of the district People's Committee reported the general results of the implementation and organization of the task of preparing a dossier to propose the Prime Minister to recognize Nho Quan district as an ATK area; the work of collecting documents, researching, compiling the book History of the Nho Quan District Party Committee (period 2000-2020) and building the district's Central Cultural House.
The report stated: Nho Quan was one of the areas that soon became enlightened about proletarianism and established the first communist organization to lead the struggle movement of the local people. Nho Quan district was the area where the Party Central Committee directed the establishment of a revolutionary base with the center being the Quynh Luu Revolutionary Base Area, connecting with the Ngoc Trao Base Area of Thanh Hoa and Muong Khoi of Hoa Binh to establish the Quang Trung war zone in the area of 3 provinces of Hoa Binh, Ninh Binh and Thanh Hoa.
During the resistance war against the French colonialists, the people of all ethnic groups in Nho Quan district sheltered and protected the safety of agencies and high-ranking officials of the Central Party Committee, the Northern Regional Party Committee, Inter-Zone 3 and Ninh Binh province. Nho Quan was the stationing, training, gathering and transit place of the armed forces (Army, Police); it was the place where food, provisions, weapons, equipment, military uniforms, military equipment, etc. were stored during the resistance war against the French and the Americans for the campaign-level and Military Region-level Fronts. The people of Nho Quan, together with the armed forces of Ninh Binh province and Inter-Zone 3, carried out many battles to wear down the enemy's forces and break the enemy's offensive.
In recognition of the great contributions of the Party Committee, government, people and armed forces of Nho Quan district, the Party and State have awarded many noble titles: As of 2022, the whole district has 8 units awarded the title of Hero of the People's Armed Forces during the resistance war against the US. There are 8 historical revolutionary sites, 3 national historical sites, 53 provincial-level sites, 48 sites of religious establishments and 16 sites of religious establishments. Notably, on January 23, 2018, the Prime Minister issued Decision No. 121/QD-TTg recognizing 9 communes of Nho Quan district as ATK communes during the resistance war against France and the US. On September 15, 2023, Nho Quan district was honored to be recognized by the Prime Minister as an ATK area of Ninh Binh province.
After a process of careful and elaborate research, compilation, reception, and editing, strictly following procedures and regulations, by October 2023, the book "History of Nho Quan District Party Committee (2000-2020)" had completed printing and publishing with a quantity of 1,000 copies, over 300 pages; the structure includes: Introduction, Conclusion, 4 chapters of basic content according to the progress of the District Party Congress terms.
This is a scientific, research work reflecting the leadership and direction of the District Party Committee and grassroots Party committees in various fields (economy, culture, society, national defense, security, foreign affairs, Party building and political system); a valuable document serving the research and development of Party historical theory; at the same time, a book that continues to preserve and promote the revolutionary traditions of the Party Committee and People in the district through the periods.
The project to invest in the construction of the Green Park, Square, and Central Cultural House of Nho Quan District started on April 1, 2022; completed on January 31, 2024 and officially put into use on March 15, 2024. The total investment for the project is 145 billion VND. The Central Cultural House of the District has a scale of 640 seats, an area of 6,370 m2 including a hall, stage, technical room, living room, meeting room, traditional room and a synchronous lighting system, water supply and drainage, air conditioning, information system, lightning protection, fire prevention and fighting, underground water tank...
At the ceremony, authorized by the Prime Minister, Comrade Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee presented the Government's Decision recognizing Nho Quan district as an ATK zone.
On behalf of the Provincial Party Committee, People's Council, People's Committee, and Vietnam Fatherland Front Committee of the province, the Chairman of the Provincial People's Committee congratulated and commended the achievements of the Party Committee and People of Nho Quan district in the process of construction and development. The recognition of the ATK zone and the launch of the book History of the District Party Committee (2000-2020 period) are great encouragements, creating conditions for the locality to have many opportunities to invest, develop the socio-economy, maintain security and defense, improve the material and spiritual life of the people, contributing to strengthening the education of patriotic tradition history, spirit, and steadfast revolutionary will for today's and future generations.
To maintain and promote the achievements, contribute to building Ninh Binh province to basically meet the criteria by 2030 and become a centrally-run city by 2035 with the characteristics of a Millennium Heritage City, the Chairman of the Provincial People's Committee requested the Party Committee and People of Nho Quan district to continue to promote the traditions of their homeland, synchronously deploy solutions to successfully implement the resolutions of Party congresses at all levels for the 2020-2025 term.
Focus on completing planning and development orientations, maximizing potentials for sustainable development. Focus on developing clean agriculture, paying attention to protecting the ecological environment. Develop cultural tourism. Pay attention to preserving and promoting ethnic cultural values. Mobilize resources to invest in building synchronous and modern infrastructure, especially the transportation system with important routes.
Promote the work of gratitude. Pay attention to and care for policy beneficiaries, families of war invalids, martyrs, people with meritorious services to the revolution, Heroes of the People's Armed Forces, Heroes of Labor... Promote propaganda about the book History of the District Party Committee and Provincial Party Committee. Maximize the function of the District Cultural Center to become the center of cultural and social activities of the Party Committee and People in the district.
At the ceremony, leaders of Nho Quan district presented the book History of the District Party Committee for the period 2000-2020 to delegates, representatives of Party Committees and Party cells under the District Party Committee. Delegates performed the ribbon-cutting ceremony to inaugurate the District Cultural Center.
