Accordingly, Vietnam sets high goals in developing information and communication infrastructure, creating infrastructure for the development of digital government, digital economy, and digital society.
On postal and digital infrastructure
According to the plan, the target by 2025 is that the total service capacity of the postal network will reach over 93,000 tons of postal items/day; 3 regional postal centers will be established nationwide, ensuring an average service capacity of over 11,000 tons of postal items/day, with an average service range of 350 km; 14 regional postal centers will be established nationwide, ensuring an average service capacity of over 4,500 tons of postal items/day, with an average service range of 115 km.
By 2030, the goal is to build 3-5 regional postal centers nationwide, with an average postal center handling capacity of over 15,750 tons of mail/day; regional postal centers have an average handling capacity of over 5,000 tons of mail/day.
Regarding digital infrastructure, the plan sets a target that by 2025, the fixed broadband network will ensure that 100% of households have access to fiber optic cable, 90% of users have access to fixed Internet; 90% of socio-economic organizations can access the Internet at an average speed of 01 Gb/s; mobile broadband network with an average download speed of at least 40 Mb/s for 4G network and 100 Mb/s for 5G network; 100% of the adult population will have smartphones; 100% of high-tech zones, concentrated information technology zones, research, development and innovation centers will be able to access the Internet at a minimum speed of 1 Gb/s; 100% of Party and State agencies from the central to communal level will be connected to a specialized data transmission network serving Party and State agencies; 100% of essential infrastructure is capable of integrating sensors and IoT applications; 100% of government agencies use cloud computing ecosystems to serve digital government; 70% of Vietnamese enterprises use cloud computing services provided by domestic enterprises.
In addition, deploy and invest in 2-4 more international telecommunication cable lines; form and deploy national data centers, at least 3 national multi-purpose data center clusters...
By 2030, the fixed broadband access network infrastructure will be invested and upgraded to ensure that 100% of users have access to speeds above 1Gb/s; 5G mobile broadband network will cover 99% of the population, aiming to develop the next generation of advanced mobile networks; develop 4-6 more international submarine optical cable lines; 100% of state agencies, state-owned enterprises and over 50% of people will use cloud computing services provided by domestic enterprises...
On IT application infrastructure and IT industry
By 2030, national digital platforms will be completed and operate smoothly to meet the requirements of digital government, digital economy, and digital society. All people will have access to and use advanced digital services with high quality and reasonable prices...
Regarding network information security, network security for digital government, digital economy and digital society, by 2025, strive for 100% of information systems of state agencies to be secured at the information system level; 100% of ministries, ministerial-level agencies, People's Committees of provinces and centrally-run cities to ensure network information security according to the 4-layer model; 100% of terminals of state agencies to be installed with network information security solutions; 100% of Internet users to have access to information...
Each agency, organization and enterprise has at least 1 professional unit to protect network information security, each citizen has at least 1 tool to protect network information security.
Vietnam's network information security product ecosystem reaches 100% diversity, develops 3-5 key information security products and services, dominates the domestic market, and has the ability to compete internationally.
By 2030, Vietnam will become one of the leading centers for ensuring network information security and cyber security in Asia; forming a market for ensuring network information security and cyber security, with competition and influence throughout the region and the world.
Regarding the information technology industry, by 2025, 12-14 concentrated information technology parks and software park chain members will be formed and implemented.
By 2030, 16-20 concentrated information technology parks and members of the software park chain will be formed. Vietnam will become a developed country in digital technology and by digital technology.
Implementation solution
The plan also proposes implementation solutions, including some breakthrough solutions such as:
Stop deploying old-generation mobile telecommunications technology according to the roadmap to convert the use of frequency bands for new technology, develop new-generation mobile technologies 4G, 5G and next generations.
From 2025, focus on developing the 5th generation mobile information network (5G). Allocate telecommunications resources according to market mechanisms sufficient to ensure the provision of telecommunications service quality on par with the region and the world….
Issue policies to encourage and mandate the use of shared national digital platforms, promote data connectivity and interoperability to improve infrastructure exploitation efficiency and save social resources.
Building key laboratories to develop key "Make in Vietnam" products to serve digital government, digital economy, digital society, digital transformation, smart manufacturing, smart agriculture...
In Decision No. 36/QD-TTg dated January 11, 2024, the Prime Minister assigned the Ministry of Information and Communications to preside over and coordinate with ministries, branches and localities to manage and organize the implementation of the 'Information and communication infrastructure planning for the period 2021 - 2030, with a vision to 2050'. In order for the planning to be implemented in accordance with the set vision and orientation, the Ministry of Information and Communications has drafted a plan to implement this planning and is sending it to the units for comments, expected to be submitted to the Prime Minister for signing and promulgation in the coming time to serve as a basis for implementing the planning.
