At the meeting of the third quarter of 2023, the Steering Committee of Program No. 08-CTr/TU of the Hanoi Party Committee, Ms. Nguyen Lan Huong - Standing Member of the City Party Committee, Chairwoman of the Vietnam Fatherland Front Committee (VFF) of Hanoi City said that it is expected that the plan to support victims of the fire in Thanh Xuan district will be announced before November 6.
According to Ms. Huong, as of the end of September 2023, the total amount of money that the Vietnam Fatherland Front Committee at 3 levels in Hanoi received to support the victims of the mini apartment fire that occurred in Thanh Xuan was 112 billion VND. Just a few days after the fire, about 6 billion VND was spent on emergency support activities, helping the victims stabilize their food, accommodation, necessities, and living equipment.
The plan to support victims of the fire in Thanh Xuan district will be announced before November 6.
On September 30, a support plan from this 112 billion VND budget was developed and submitted to the city. However, the final plan has not yet been unanimously approved.
"The requirement is that the plan must comply with the provisions of Decree No. 93 on mobilizing, receiving, distributing and using voluntary contributions to support overcoming difficulties caused by natural disasters, epidemics, and incidents; supporting patients with serious illnesses, ensuring effectiveness, specificity, clear people, clear work, clear addresses, following the principle of supporting the right affected people," said Ms. Huong.
According to the regulations on the time of mobilization, receiving and distributing contributions depends on the actual developments and requirements but not more than 90 days from the date of launching the campaign (except in cases of implementation according to commitments with contributing organizations and individuals). If necessary, the Mobilization Committee from the provincial level and above can decide to extend the time of receiving voluntary contributions.
According to Ms. Nguyen Lan Huong, in fact, the city's Fatherland Front Committees at all levels officially stopped receiving support for victims related to this fire on October 16. The total amount of support received up to this point is more than 130 billion VND.
In addition, according to regulations, the distribution period is carried out immediately during the mobilization and reception process and is completed no later than 20 days (except in cases where it is implemented according to commitments with contributing organizations and individuals), from the date of completion of the reception period. Therefore, the Vietnam Fatherland Front Committee of Hanoi City plans to announce the plan to support victims of the fire in Thanh Xuan District before November 6.
Ms. Nguyen Lan Huong emphasized that as soon as the plan for distributing support sources is approved, the support will be made public and paid immediately, ensuring proper implementation of the principles, including the requirement to receive, distribute and use money and contributed items in a timely, effective, fair, public, and correct manner and for the right purpose and target; with synchronous and close coordination between relevant agencies, ministries, branches, localities, organizations and individuals. Absolutely do not distribute or use for the wrong purpose, at the wrong time, or to the wrong target of voluntary contributions.
