On February 28, the Ho Chi Minh City People's Committee held a conference to transfer and receive drug rehabilitation facilities in Ho Chi Minh City to the management of provincial police.

Accordingly, the Department of Labor, War Invalids and Social Affairs (DOLISA) of Ho Chi Minh City transferred the management of 3 drug rehabilitation facilities to the Ho Chi Minh City Police, including Bo La, Binh Trieu and Thanh Thieu Nien 2.
Transferred Binh Phuoc Provincial Police to receive and manage 4 drug rehabilitation facilities including: Duc Hanh, Phu Duc, Phu Van and Phu Nghia.
Dong Nai Provincial Police received and managed Phuoc Binh drug rehabilitation facility.
Ho Chi Minh City Youth Union transferred the management of Nhi Xuan drug rehabilitation facility to Ho Chi Minh City Police.
Dak Nong Provincial Police receive and manage drug rehabilitation facility No. 1; Lam Dong Provincial Police manage drug rehabilitation facility No. 2, Binh Duong Provincial Police manage drug rehabilitation facility No. 3.

Ho Chi Minh City assigned the Director of the Department of Labor, Invalids and Social Affairs of Ho Chi Minh City to be responsible for reviewing and making a list of statistics on the current status of the organization, personnel, finance, facilities serving drug addiction treatment, records and documents of state management of drug addiction treatment and post-treatment management; and affiliated drug addiction treatment facilities to carry out the handover.
The Department of Home Affairs coordinates with relevant agencies and units to advise on resolving related policies and regimes for officials working at drug rehabilitation facilities under the city (if any) according to regulations.
Ho Chi Minh City currently manages 12 drug rehabilitation facilities with more than 17,200 addicts and nearly 1,836 officials, civil servants and workers. The drug rehabilitation facilities are managed by the Ho Chi Minh City Department of Labor, Invalids and Social Affairs and the Ho Chi Minh City Youth Union.
