Thanh Hoa Police deploys issuing license plates according to identification codes for citizens

From August 15, 2023, Circular No. 24 of the Ministry of Public Security on the issuance, revocation, and registration of motor vehicle license plates officially takes effect. Accordingly, license plates of cars and motorbikes will be issued and managed according to the vehicle owner's identification code, also known as the identification plate.

According to the reporter at the Vehicle Registration and Management Team of the Traffic Police Department (Provincial Police) on the morning of August 15, there were quite a few citizens coming to do the registration or transfer of ownership procedures. As the first person to get a license plate for his newly purchased car, Mr. Nguyen Ngoc Tuan, Dong Ve Ward (Thanh Hoa City) said: "I was at the headquarters early to prepare the steps, and at 9 o'clock I was officially able to get a license plate. I was lucky to get a license plate that I was quite satisfied with, because this identification plate will be with me for the rest of my life."

However, because it was the first day of implementation and procedures through the software, there were some technical problems. The system had an error and did not display, so people who came to register and press the license plate could not complete the procedures. All cases were scheduled to return on another day. Mr. Nguyen Van Tung, in Truong Thi ward (Thanh Hoa city) said: "I bought a car from the previous owner who registered in Hanoi, the seller had completed the procedure to withdraw the file. Knowing that there were new regulations, I came here yesterday afternoon and was instructed to fill out the name change file. However, this morning the system had a problem so my file has not been processed yet."

Colonel Phan Thi Huong, Deputy Director of the Provincial Police, said: Circular 24 of the Ministry of Public Security replaces Circular 58 regulating the process of granting and revoking registration and license plates of motor vehicles, which has 4 chapters with 40 articles, including some notable new points such as: From August 15, vehicle identification codes will be issued according to the person, and instead of having to return to the locality where the household registration is registered to carry out vehicle registration procedures, citizens can register license plates right at their temporary residence. The issuance according to the identification code, license plates issued according to the identification code are understood as 5-digit license plates issued according to Circular No. 24 of the Ministry of Public Security. 3-digit and 4-digit license plates are not considered identification plates. For organizations, to issue license plates according to the identification code, they will be issued according to the identification code of that organization or, if there is no electronic identification code, they will be issued according to the tax code or decision number of that organization.

When implementing management by identification number plate, if an individual or organization buys, sells, or transfers ownership, the vehicle owner must first go to the traffic police agency to re-register the number plate to complete the revocation procedure when selling the vehicle. Within 5 years, this number plate will be put into the number plate warehouse by the competent authority. If within 5 years, the individual or organization continues to buy another vehicle, the competent authority will reissue that number plate to the individual or organization. If after 5 years, the organization or individual does not register another vehicle, the number plate will of course be revoked to the number plate warehouse to be issued to another person or organization. In addition, Circular No. 24 also stipulates the age of registration, allowing citizens aged 15 and over to register a vehicle but must have a guardian...

The province currently has 332 vehicle registration points, including 27 car registration points and 305 motorbike registration points. In order for the circular to quickly come into effect, the Provincial Police have prepared sufficient human resources, facilities, and equipment to serve the vehicle registration work. Accordingly, the Provincial Police have sent officers to attend a training course on circulars regulating vehicle registration at the Traffic Police Department (Ministry of Public Security). Then, a training course on vehicle registration work was organized for officers and soldiers in charge of vehicle registration at the district-level police and commune-level police chiefs and commune-level police officers in charge of vehicle registration. In addition, the Provincial Police have also developed a specific plan for deployment and implementation; surveyed, upgraded, and supplemented equipment to serve the vehicle registration work to ensure requirements; assigned permanent officers to handle records as well as all questions of the people related to the new circular. At the same time, strengthen propaganda work to help people know and comply with new regulations. On August 15 and 16, 2023, the police force in the province completed procedures to issue license plates according to identification codes for 13 cars and 14 motorbikes.

According to Colonel Phan Thi Huong, the issuance of identification number plates will help people not have to carry many documents when participating in traffic; reduce time and travel costs while still ensuring accurate information when carrying out administrative procedures. In addition, the issuance of identification number plates also supports state management agencies to carry out management work more quickly and conveniently; reduce human resources, save time and storage costs; contribute to effectively implementing the goal of national digital transformation. Along with that, the management of vehicle registration according to identification codes will move towards using electronic vehicle registration, integrated on the VNeID application, people will not have to carry many documents when going out. At the same time, this will help the State's management work, especially handling administrative violations.
