Ha Tinh police looking for victims in case of "gang" impersonating bank to commit fraud

By creating fake websites and impersonating VPBank employees, Nguyen Quoc Bao and his accomplices appropriated money from the credit cards of hundreds of customers in Ha Tinh and several other provinces and cities.

According to information from the investigation agency, from October 2022 to March 2023, Nguyen Quoc Bao (born in 1992, residing in Thanh Son village, Long Xa commune, Hung Nguyen district, Nghe An province) and his accomplices committed fraud by creating fake websites and impersonating VPBank employees to appropriate money in customers' credit cards.

Accordingly, in September 2022, Bao discussed with Pham Ngoc Phong (1992, Ha Dong district, Hanoi) to find someone to design a fake VPBank website to get customer information. Phong discussed with Pham Minh Quynh (1995, Quang Dien district, Thua Thien Hue) and Quynh designed a fake VPBank website at the request of Bao and Phong.

Then, Bao bought data of customers who opened credit cards at VPBank to provide to telephone sales staff (hired by Bao). These staff used hotline phone numbers such as 02468.833.259, 02877.786.689, 02462.913.258... pretending to be VPBank staff to call credit card holders to introduce card limit increase promotions, card cancellation services with many attractive benefits to get card holders to agree.

When the customer agrees to increase the credit card limit, cancel the card... the credit officer (Bao and his accomplices pretending to be) uses a "fake" Zalo account to make friends with the customer, instructs them to log in to the fake VPBank website designed by Quynh (http://thetindung-vpb-online.com, http://cardsvpb.com ...) and asks them to declare personal information (phone number, take a photo of ID card/CCCD, photo of credit card...) to increase the limit, cancel the card.

After obtaining credit card information, the subjects use it to place orders on e-commerce sites such as TIKI, TOPZON (buy phones, tablets, macbooks, game cards...). VPBank will send an OTP code to confirm the order to the customer's phone number. Bao and his accomplices lie to the customer that they enter the OTP code on the fake website to complete the limit increase, card cancellation... After the customer enters the OTP code, the order is completed, the subjects block contact with the customer.

Evidence of the case

Using the above tricks, from October 2022 to March 2023, Nguyen Quoc Bao and his accomplices appropriated money from the credit cards of hundreds of people nationwide.

On March 17, 2023, the Investigation Police Agency of Loc Ha District Police (Ha Tinh) issued a decision to prosecute the case and prosecute Nguyen Quoc Bao and his accomplices for fraud and property appropriation. On June 5, 2023, the case was transferred to the Investigation Police Agency of Ha Tinh Provincial Police for investigation under its authority.
