Over 70% of graduates are satisfied, the new university meets standards

That is one of the contents in the draft circular regulating university education institution standards recently issued by the Ministry of Education and Training to solicit comments.

According to the Ministry of Education and Training, university education institution standards are a set of standards that stipulate the minimum requirements for quality assurance conditions or performance results that a training institution must meet, and are evaluated according to corresponding criteria and indicators.

Specifically, the Ministry of Education and Training sets out six standards including organization and administration, lecturers, teaching and learning conditions, finance, enrollment and training, and research, innovation and creativity.

The rate of graduates satisfied with lecturers and the learning process is one of the criteria for evaluating the standards of university education institutions.

Notably, in terms of lecturer standards, the Ministry of Education and Training requires that the ratio of lecturers with doctoral degrees to the number of full-time lecturers must reach over 20% and from 2025 must reach over 25% for institutions that do not train doctoral students; over 10% for specialized schools; over 40% and from 2025 must reach over 50% for institutions that train doctoral students; over 20% for schools specializing in arts or physical education and sports that train doctoral students.

The rate of full-time lecturers with doctoral degrees who quit or change jobs within a year, calculated on the total number of full-time lecturers, is not more than 5% and the rate of students satisfied with lecturers on teaching quality and effectiveness is over 70%.

In terms of enrollment and training standards, the number of newly enrolled students must reach over 50% of the planned enrollment target, and the average enrollment fluctuation coefficient of the last 3 years must not be lower than -10%.

In addition, the rate of students dropping out of school each year without graduating must not exceed 10% for the entire training facility and 15% for students after the first year.

The graduation rate (within a time frame not exceeding 1.5 years according to the standard study plan) must not be lower than 70%, of which the on-time graduation rate must not be lower than 50%.

The rate of graduates who have jobs, create jobs suitable for their training level or continue to study at a higher level within 12 months (18 months for medicine) must not be lower than 70% and the rate of graduates who are satisfied with the overall learning process and experience at the school must be above 70%.

Compared to Circular No. 24/2015 of the Minister of Education and Training regulating national standards for higher education institutions, this draft has rearranged and changed the standards, no longer requiring educational quality assessment, ranking results and adding admission standards.

Not to mention, lecturer standards are no longer specifically regulated for research-oriented universities and practice-oriented universities.
