Clearance 10 - 15 meters is too low
Opening the workshop, Mr. Le Quoc Minh, Member of the Party Central Committee, Editor-in-Chief of Nhan Dan Newspaper, affirmed the importance of Thu Thiem 4 Bridge as the gateway to the Saigon Port area. Therefore, the calculation of the clearance design of Thu Thiem 4 Bridge will directly affect the planning and economic development, especially river tourism of Saigon Port as well as the river area of Ho Chi Minh City.
Therefore, the design of high bridge clearance, or the option of swing bridge, open bridge will help Saigon port area to receive ships docking, from which Saigon port can be re-planned into an international tourist port to develop the riverside economy. On the contrary, the design of low bridge clearance will lose the river potential in this area.
Mr. Nguyen Hai Linh, Vice Chairman of the Advisory Council of Vinaconex Corporation, said that every tourist coming to Ho Chi Minh City will have to go to the Saigon River to understand more about the city. Therefore, if Thu Thiem 4 Bridge only has a clearance of 10 - 15m, which is too low, then we have killed the idea in the bud. The city is changing and making efforts to implement mechanisms for development, so let's focus on doing it and doing it better.
Thu Thiem 4 Bridge planning is too old, 20 years ago
According to architect Ngo Viet Nam Son, behind the story of Thu Thiem 4 bridge's clearance, there is a bigger story about planning thinking for harmonious development in many different aspects. Looking at the current status of the Thu Thiem area, we can see that the current planning is a patchwork of previous plans. With Ho Chi Minh City re-planning, the city should consider the Thu Thiem 4 bridge project comprehensively, not only in terms of clearance, design or location... The bridges that are built need to have a connection between the new and the old, especially with heritage structures.
"We need to consider the ratio of Thu Thiem 3 and Thu Thiem 4 bridges. The city must carefully calculate the clearance, aesthetic and technical design of Thu Thiem 4 bridge. I hope that the design of these two bridges will be included in the program to reorient the planning of Ho Chi Minh City in conjunction with the planning of the Saigon River in the future," Architect Ngo Viet Nam Son suggested.
Mr. Nguyen Quoc Ky, Chairman of the Board of Directors of Vietravel Company, also agreed with the idea of re-planning Thu Thiem 4 Bridge because it is "too old" having been built 20 years ago. Therefore, the City can verify and avoid making mistakes in the old planning.
"We cannot explain why Phu My Bridge has a clearance of 45m while Thu Thiem 3 and 4 Bridges are expected to have only 10m. Raising the bridge clearance may increase current costs but will be much cheaper if we look at the future. We really hope the city will recalculate so as not to lose this important advantage," Mr. Ky emphasized.
Can be made into swing bridge, open bridge or underpass
Dr. Tran Du Lich, member of the National Monetary Advisory Council and Chairman of the Advisory Council for the implementation of special mechanisms for the development of Ho Chi Minh City, said that the city used to be a bustling international commercial port. Therefore, Ho Chi Minh City should take advantage of the location of Nha Rong - Khanh Hoi port to build a cruise port to welcome domestic and foreign tourists with the goal of turning this place into a center of trade, tourism, services, and night-time economy of the world. If this can be done, in the future, the city will become an international tourist center with the strength of cruise tourism.
"The city should merge District 4 into District 1, expand Nguyen Tat Thanh Street, create a highlight connecting a riverside strip from Bach Dang Wharf (District 1) to Tan Thuan (District 7), and pull the city center towards the riverbank to create a highlight," Dr. Tran Du Lich suggested.
Thu Thiem 4 Bridge may change plan to underpass
Mr. Tran Quang Lam, Director of the Ho Chi Minh City Department of Transport, said that the city has also paid great attention and organized many conferences and seminars to plan, exploit land funds, and develop urban areas associated with the Saigon River. Chairman of the Ho Chi Minh City People's Committee Phan Van Mai himself led a delegation to France to learn from experience.
Ho Chi Minh City not only has Bach Dang port but also Nha Rong wharf, so it is necessary to review the planning along both sides of the Saigon River and the urban management function. Ho Chi Minh City is planning and adjusting. Fortunately, Resolution 98 allows the city to adjust local planning, so how can we not miss this opportunity. Thu Thiem 4 Bridge connects the east and west banks, which is very important. Therefore, the city will accept and study construction options so as not to affect the development of waterway traffic.
"The city is re-evaluating and has not yet finalized the plan to do it right away. When conditions arise that require adjustment, it will have to be made. Two weeks ago, I discussed with the Department of Planning and Architecture and the affected localities to make appropriate adjustments. In other countries, open bridges and swing bridges have been built and are not difficult. In addition, the city is also studying the option of building an underpass. Whichever is convenient for development will be adjusted. Not only Thu Thiem 4 bridge but also Thu Thiem 3 bridge will be adjusted in general. Traffic must serve the development of the economy, culture and society. I will report back to the city leaders and together with the Department of Planning and Architecture, consult to consider appropriate adjustments to ensure the development needs of waterways. The technology is available, Resolution 89 also opens up many conditions to mobilize capital to build bridges in the form of BT, PPP... Thereby, we will discuss to make amendments, meeting the expectations of the people and the development of the city", said Mr. Lam.
