On May 25, the National Assembly discussed the results of the thematic supervision of "Implementation of Resolution No. 43/2022/QH15 dated January 11, 2022 of the National Assembly on fiscal and monetary policies to support the Socio-Economic Recovery and Development Program and resolutions of the National Assembly on a number of important national projects until the end of 2023".
Attending the discussion session were: President To Lam; Prime Minister Pham Minh Chinh; Standing member of the Secretariat Luong Cuong; Politburo member, Secretary of the Party Central Committee, President of the Vietnam Fatherland Front Central Committee Do Van Chien.
Discussing the monitoring results, Deputy Trinh Thi Tu Anh (Lam Dong Delegation) said that some legal documents are still limited in terms of clarity, overlap and feasibility, leading to many ministries, branches and localities having to organize consultations and instructions, causing unnecessary costs and finances for businesses. For example, interest rate support from the state budget for loans of businesses, cooperatives and business households has led to very slow implementation of this interest rate support package. The disbursement results only reached about 3.05% of the plan.
Development investment expenditure plays an important role in the fiscal support package, but the disbursement progress is very slow and does not meet the plan. Many development investment expenditures from the socio-economic recovery program do not meet the plan. In addition to the tax exemption and reduction policy that has a clear effect, other policies are quite vague, such as the 2% interest rate support program and the housing support program for low-income people.
Although the housing support package is very meaningful in terms of society, its implementation in practice still faces many difficulties and has not met the expectations of buyers and businesses. Up to 34.6% of the program capital is used and disbursement is less than 50%; the capital disbursement ratio compared to the total capital disbursement of these 94 projects is only 12%.
Delegate Dang Bich Ngoc (Hoa Binh Delegation) pointed out that the preparation work for completing investment procedures for many projects is slow, and some projects have adjusted their investment policies many times. In particular, there are projects that by the end of 2023, the implementation period of the resolution has ended but the investment policy has not been approved, or the investment policy has been adjusted many times, the investment decision has not been approved, and the capital allocation conditions are not met. The slow completion of investment procedures and capital allocation are the main reasons why the implementation and disbursement of capital for many investment projects do not ensure the prescribed deadline in the two years of 2022-2023.
At the request of the Government, the National Assembly has allowed the extension of the implementation and disbursement period for projects using capital from the Program until December 31, 2024. However, through monitoring, it is found that many projects cannot be completed and disbursed in 2024, and need to be further extended.
Some policies have not achieved their set goals, specifically: Policies to support people and workers in some localities are still slow; the implementation of specific mechanisms is still confusing in some localities. There is a policy that was not suitable and could not be implemented when it was first implemented, such as using 1 trillion VND to equip tablets to implement the wave program and computers for children. This shows that the assessment of the situation when building policies is not close to reality.
According to Deputy Nguyen Quang Huan (Binh Duong Delegation), the monitoring report clearly analyzed the positive aspects and also pointed out some limitations such as slow disbursement progress. This content must be analyzed more clearly, clearly indicating the causes of the above situation. Almost every session mentions slow disbursement progress. If each reason for slow disbursement progress is clearly identified, more specific solutions will be proposed. For example, how many percent is slow due to low absorption by the economy, unable to absorb.
