On the afternoon of May 25, the National Assembly continued to supervise the implementation of Resolution No. 43/2022/QH15 dated January 11, 2022 of the National Assembly on fiscal and monetary policies to support the Socio-Economic Recovery and Development Program and the National Assembly's resolutions on a number of important national projects until the end of 2023.

Speaking to explain and clarify a number of issues raised by National Assembly deputies during the discussion session, Minister of Planning and Investment Nguyen Chi Dung said that Resolution No. 43 was developed in a particularly difficult situation, when economic growth decreased sharply and businesses faced many challenges.

The disruption of the global production and supply chain has had huge consequences, requiring a policy package of sufficient scale to support the economy, assist businesses and people in stabilizing their lives and gradually recovering the socio-economy.

According to the Minister, the time to develop and implement the program is very short; the program is large-scale, wide-ranging, and involves many fields, organizations, and subjects; however, the procedures are still complicated and cumbersome; experience and capacity are limited; coordination between agencies is still inadequate and not good.

“In addition, the fear of making mistakes and being responsible recently is also the reason why the implementation of some policies is slow, some policies are ineffective, and some policies have not been implemented yet,” Minister Nguyen Chi Dung stated.

In his general assessment of Resolution No. 43, the Minister said that through the practice and results achieved as stated in the reports of the Supervisory Delegation and National Assembly delegates, it is evident that, first of all, this is a major and correct policy of the Party, National Assembly and Government to immediately resolve urgent issues of the economy and the country, strengthening people's trust in the Party, National Assembly and Government.

Overall implementation results are satisfactory when after 2 years of implementation with a very large amount of capital, in a short time, economic development remains stable, macro-economy grows, inflation is controlled, and major balances of the economy are still guaranteed.

Besides, the greater result, according to the Minister, is that the process of implementing the Resolution has brought extremely valuable lessons so that when encountering similar situations, policy responses must be quick, the approach and policy development must be good, effective, and put into practice.

Focus on speeding up the progress of projects that have completed procedures and are being implemented.

Regarding the implementation, Minister Nguyen Chi Dung stated that the Prime Minister, the Government, ministries, branches and localities have made every effort. The Government has issued about 20 decrees, 1 directive, 7 telegrams, established 5 working groups, 26 working delegations and assigned all members of the Government to go to each locality to resolve the bottlenecks, obstacles and difficulties of each public investment project and each project of the socio-economic recovery and development program.

Regarding the reflection of National Assembly deputies on the slow progress of implementation and disbursement of capital for many projects, which do not ensure progress, the Minister explained that it is due to short preparation time, very complicated procedures and no mechanism for shortening, especially in the health sector.

Regarding this issue, the Government has accepted the enthusiastic opinions of the delegates. In the coming time, it will focus on urging and promoting projects that have not completed procedures to quickly and urgently complete them (currently, there are 8 projects that have not completed procedures, 35 projects that have not been implemented, mainly in the fields of health and digital transformation). For projects that have completed procedures and are being implemented, the focus will be on speeding up the progress from site clearance to construction organization, in order to soon put the project into effective operation.

3 lessons learned

Regarding lessons learned, Minister Nguyen Chi Dung said that future support methods will need to be reviewed, citing lessons from some countries that provide direct cash support to people, with each person receiving about 1,500-2,000 USD, thereby helping money to be put directly into the economy, stimulating consumption.

“We are approaching through policies, so there must be guiding documents, processes and procedures, so it takes a lot of time and is no longer effective. When we finish, the issue is no longer relevant. If we keep the time as in the program, we should not include large projects, if we do, we must extend the implementation time,” said the Minister.

In addition, according to the Minister, policies must be simple, easy to understand, easy to unify, easy to do, easy to monitor, easy to implement, this is a very important principle; institutional improvement must be fundamental, synchronous and unified, avoiding a "forest" of entanglements that lasts for a long time as it does now.

Another lesson mentioned by the Minister of Planning and Investment is that special programs must have special policies, which means special procedures and processes. Policy and law making must be based on trust between the central and local levels, between lower and higher levels. In addition, there must be more thorough decentralization and delegation of power, including the central level to local levels and the National Assembly to the Government.

“The National Assembly focuses on major issues such as policy decisions, institutions, and supervision. Detailed management issues should be handed over to the Government, which will speed up progress and shorten implementation time significantly,” the Minister said, adding that the Ministry of Planning and Investment is also studying, reviewing, and revising the Law on Public Investment, the Law on Bidding, and the Law on Investment under the Public-Private Partnership (PPP) model to meet requirements and shorten implementation time.
