The 25th session of the National Assembly Standing Committee will take place in two phases from August 14-18, 2023 (phase 1) and from August 24-26, 2023 (phase 2). Notably, at this session, the National Assembly Standing Committee will spend a working day questioning two groups of issues under the jurisdiction of the Ministry of Justice and the Ministry of Agriculture and Rural Development.

One of the issues that has received much attention from voters and public opinion is the question raised by National Assembly Delegate Trinh Minh Binh (Vinh Long delegation): “According to the report of the Ministry of Justice, there are currently some places where officials show signs of fear of responsibility and avoid work in advising on institutional building. As the Minister, could you please tell us what is the main cause and what solutions to overcome it in the coming time?”
Responding to questions, Minister of Justice Le Thanh Long frankly admitted: “The fear of responsibility is real! This is not only something the Ministry of Justice or the Government says, but also many leaders of the Party, the State, and the National Assembly forums have said a lot, but quantifying it is very difficult. I see that in reality, there are some cases where it cannot be done or if they are afraid, they blame the legal system, or in extreme cases, they have a different point of view.”
According to the Minister of Justice, in reality, it is impossible to cover all groups of work content, but there are some things as follows: “Many times we do not consider the problem in the system, in the whole, so we just say it is due to the law. The review reports also make some recommendations and keep saying that it is a problem, but in reality, if we study carefully, there are many things that are not like that. Some places even tend to explain in a way that is actually for their own convenience or the understanding and application of the law is not yet unified, and there is still a state of administrativeization. That story, combined with the influence of this and that in the current context, makes ministries and branches not proactive, so there are also extreme cases, when it is supposed to be drafting and issuing a circular according to normal procedures, they keep exchanging back and forth to shorten it, in the end it takes 4-5 months to see if it can be shortened or not, so it is better to do it officially from the beginning. In reality have such a situation!
Develop specific regulations on online auctions
Meanwhile, National Assembly Delegate Pham Hung Thang (Ha Nam Delegation) raised the issue that online auctions are an effective way to ensure publicity, transparency, prevent collusion, price suppression, and save resources and costs in auction activities. The delegate asked Minister Le Thanh Long to tell him what the Ministry of Justice has done to effectively implement online auctions in the coming time?
Answering this question, Minister Le Thanh Long emphasized: “This is a very good form, to help us limit some but not all in the current auction process. For example, collusion, price suppression or lack of transparency... Some private property auction organizations already have websites and online auction methods, but public property is just now starting to be thought of. Recently, when amending and supplementing Decree 62, we have included a provision on online auction forms to detail and build a page, even an online auction portal according to the so-called selection factor”.
“The difficulty now is which direction to allocate the funding, how to manage it, especially in a self-responsible mechanism and a market management mechanism like this! There are also many good international experiences in online auctions, such as in Korea. We are also studying this model, which means that people assign an auction company to build and operate an auction website. We are continuing to study how to operate it in the near future,” added Minister Le Thanh Long.
Must shift from buying and selling mindset to collaborative mindset
Expressing her concern for the agricultural and rural development sector, National Assembly Delegate Le Thi Song An (Long An Delegation) said that recently, the high price of rice has created a great advantage for Vietnam's rice export market and brought joy to farmers. However, due to the continuous increase in rice prices, some localities have been buying rice in bulk, causing a local imbalance in supply and demand, pushing up the price of this commodity unreasonably and also causing concern for consumers and workers when rice prices increase. This has led to restrictions in exports and has not created a solid connection between people and businesses.

From the above analysis, Delegate Le Thi Song An requested Minister of Agriculture and Rural Development Le Minh Hoan to propose specific and effective solutions to both ensure national food security and promote sustainable rice export production in accordance with the direction of the Prime Minister in Directive No. 24, so that people and businesses can truly feel secure in production; at the same time, ensuring a stable life for consumers and workers.
Regarding this issue, Minister Le Minh Hoan said: “The Prime Minister's dispatch clearly stated that in this context, one is the issue of ensuring national food security; two is that we still promote rice exports, not a matter of trade or price anymore, but as a commitment of our responsibility to the world on the issue of food security; three is that the Prime Minister directed not to shock the domestic market or increase domestic consumer prices, which will affect a group of vulnerable people who are difficult to reach if any incidents occur. That is the Prime Minister's dispatch and for those three axes, the Ministry of Industry and Trade and the Ministry of Agriculture and Rural Development are also working with the localities to do that.”
The Commander of the Agriculture and Rural Development sector added: “The special feature of the Mekong Delta is that we sow according to the water level, sow as the water recedes, sow as the sweetness increases, so unlike the North where there are distinct autumn-winter, summer-autumn, and winter-spring crop seasons, in the Mekong Delta it is almost continuous, there is always rice in the fields… We have a digital map so that we can work with localities to spread out the crops and concentrate the crops if necessary under the conditions. At this point, if there is no such thing as a natural disaster but with normal climate change like the past few years, we can completely have it, both for domestic consumption and to ensure about 7-8 million tons of rice for export. Last year we exported 7.1 million tons, this year we still have room.”
According to Minister Le Minh Hoan, the price of an agricultural product is determined by supply and demand. If demand increases and supply does not increase, the price will increase; but the second decision, we cannot interfere with that because it is the law of the market.
“But there is an issue that we need to pay attention to, which is that there are impacts beyond the supply-demand equation, that is, pushing up prices, storing, depositing... deliberately pushing up prices, causing great impacts. I hope that with farmers and businesses, the Prime Minister directed a few days ago in Dong Thap, at this time we must respect each other, must work together, must share with each other, when we have opportunities, we also share opportunities, but we also have to anticipate. I told farmers that buying and selling is not only a matter of our benefits, but also whether we think about whether we can still buy and sell with that person next season or not? If we force someone to suffer, we will never cooperate, and I say again that the chain of industries in the recent past has been prone to conflict there... In my personal opinion, we must shift from a buying and selling mindset to a cooperative mindset to be sustainable,” said Minister Le Minh Hoan.
